Approve Touchless Water Stations as the Final Project of CDBG-CV (Corona Virus) Program

Executive Summary (General Business): The CDBG program provides federal funds for projects and programs that help improve the physical, economic, and social conditions of our community. In response to the COVID-19 pandemic, the City received a total of $1,392,575 in CDBG-CV CARES Act funding. After two rounds of allocations, a balance of $147,265.53 remains, which must be spent by December 31, 2026, or returned to HUD.
Presentation Information: Staff will be available to answer questions.
Staff Recommendation: Move that the Council request that the City Council approves the remaining CDBG-CV CARES Act Funding to purchase touchless water stations for various parks throughout the City in qualifying neighborhoods.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the recommendation.
2. Move that the Council Provide Staff Direction.
Background: These special CDBG-CV funds carry more stringent requirements and must directly “tie back” to the pandemic by preventing, preparing for, or responding to COVID-19. Neighborhood Services has worked with Parks and Recreation to identify a qualifying project that will enhance our parks and allow the City to fully expend the remaining funds without triggering a substantial amendment to the approved CDBG Action Plan. The remaining funds would be used to purchase touchless water stations for parks in qualifying neighborhoods throughout the City. Each station will include touchless hand-washing sensors, a water bottle refill feature, a drinking fountain, and a pet hydration component. By expanding access to sanitary, hands-free hygiene and hydration infrastructure, this project meets the CDBG-CV requirement to reduce transmission risks and support public health. It also provides a long-term amenity that will benefit park users well beyond the pandemic.
Issues/Analysis: The locations of the water stations have yet to be finalized, and the above outline represents a concept of the staff’s plan that can be modified based on the City Council’s review, recommendations and ultimately approval.
