2. Parties: City of Port St. Lucie , Ferreira Construction Co., Inc. and Traffic Control Devices, LLC.
3. Purpose: To provide materials, equipment, and services necessary to maintain City-wide signalization services including emergency and new construction.
4. New/Renewal/Modified: New.
5. Duration: 3 years with an option for an additional 24-month renewal.
6. Benefits to Port St. Lucie: Ability to have reliable contractor(s) available in the local area to perform required maintenance services.
7. Cost to Port St. Lucie (Annual and Potential): Estimated annual expenditures for 2024-2025 are $1,319,336.00. Future years will be as appropriated in each year’s budget.

Staff Recommendation: Move that the Council award Contract #20240061 for Installation & Maintenance of Traffic Signals & Street Lighting to Ferreira Construction Co., Inc. and Traffic Control Devices, LLC.

Background: The City of Port St. Lucie Public Works Department currently maintains 110 traffic signals, 45 school zone beacons, and approximately 4,000 roadway and pedestrian lights. The Pubic Works Department utilizes specialized contractors to assist with the maintenance and installation of these facilities. Historically, other City Departments have also utilized the Traffic Signal and Street Lighting Maintenance contract to assist with installation and maintenance of their facilities, including but not limited to, fiberoptic communication network projects, electrical projects, and security equipment installation. Due to the volume of work that is anticipated, as well as other factors such as the contractor’s ability to obtain materials and keep up with the demand, it is the desire of the Public Works department to retain two (2) contractors under this contract.
An E-Bid was issued on May 3, 2024 to 455 potential suppliers. There were 14 planholders with 2 proposals being received on June 25, 2024.
Issues/Analysis: Staff reviewed the proposals and finds that Ferreira Construction Co., Inc. and Traffic Control Devices, LLC provide the best value to the City.
Financial Information: Funds will be appropriated in FY 2023-2024 for the Road & Bridge Fund / Traffic Division / Repairs & Maintenance of Equipment (#104-4121-546300-00000).
