3. Purpose: The project will retrofit the Kingsway Waterway outfall with baffle boxes to reduce nutrient discharges in runoff from the Floresta Basin.

6. Benefits to Port St. Lucie: The expected nutrient reductions of Total Nitrogen (TN) and Total Phosphorus (TP) are 19% (835 pounds/annually and 16% (104 pounds/annually), respectively. The project will also reduce Total Suspended Solids (TSS) by 70% (61,615 pounds/annually).
7. Cost to Port St. Lucie (Annual and Potential): An additional $707,972 for a new Contract amount of $11,932,763 ($672,472 to be reimbursed through a grant).

Staff Recommendation: Move that the Council approve Amendment #2 to Contract #20200054 for the Floresta Drive Improvement Project - Phase I with Felix Associates of Florida, Inc.

Background: Governor DeSantis and the Florida Legislature provided $25 million for water quality improvement projects to benefit the Indian River Lagoon. The City applied for this grant to benefit the Floresta Basin by installing baffle boxes. A Baffle Box is a structure with a series of settling chambers whose primary function is to remove sediment, debris, trash, and their associated pollutants from stormwater. The boxes are then vacuum cleaned, and the material is properly disposed of, preventing the sediment, debris and trash from ever entering the North Fork of the St. Lucie River.
Issues/Analysis: Staff has reviewed the proposal and finds it to be fair and reasonable.
Financial Information: Funds are appropriated in the ½ cent Sales Tax Fund / Road & Bridge / Improvements O/T Building (#310-4105-563000-00000).
Special Consideration: The City is receiving partial funding from the South Florida Water Management District as part of an Indian River Lagoon Grant in the amount of $672,472 which is 95% of the cost for the baffle box construction.
Location of Project: Floresta Drive from the Southbend roundabout to the Elkcam Waterway.
