Summary Brief (Agreements/Contracts only)

2. Parties: City of Port St. Lucie and Custom Built Marine Construction, Inc.
3. Purpose: To provide improvements to existing control structures located within the Watershed A basin of the City of Port St. Lucie.
4. New/Renewal/Modified: Modified.
5. Duration: The initial term began on November 15, 2021 and will terminate on November 25, 2022. An additional 14 days is necessary for the additional work. The new end date will be December 09, 2022.
6. Benefits to Port St. Lucie: To aid in better functionality of existing water control structures.
7. Cost to Port St. Lucie (Annual and Potential): The original estimated expenditure was for $1,532,885. This amendment is to add additional services in the amount of $98,068.58. Therefore, the total estimated expenditure is $1,630,953.58.

Staff Recommendation: Move that the Council approve Amendment #1 to Contract #20210053R for the Rehabilitation / Repair of Water Control Structures #A-22, A-24 & one (1) BSL-2 Twin Culverts at the A-2 Pond with Custom Built Marine Construction, Inc.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve Amendment #1 to Contract #20210053R.
2. Move that the Council not approve Amendment #1 to Contract #20210053R and provide staff with direction.
Background: The A-22, A-24 and BSL structures are a critical component of the stormwater system as they are located at the outfall with direct discharge into the North Fork of the St. Lucie River. These facilities play a vital role to ensure public safety and improve water quality.
Issues/Analysis: Due to budget constraints, Line Items #49, #51, #56, #57 and #60 were removed. However, after the contract was signed and work began, it was determined that two of the deleted items were needed to be able to complete the improvements to BSL-2. These items were the Cofferdam and the dewatering line items (#56 & #57). To properly perform the required repairs to BSL-2, each end of the structure needs to be closed off with a cofferdam and the work area dewatered. This amendment adds these two items back into the project.
The breakdown of the line items are as follows:
Dewatering for BSL-2 - for furnishing, operating, maintaining and removing the equipment necessary to dewater the BSL-2 site during construction is $36,468.58.
Coffer Dam at BSL-2 - for the linear feet of coffer dam required and approved to successfully dewater the BSL-2 construction site. 220 LF of sheeting is required at $280 / LF is $61,600.00.
Financial Information: Funds are appropriated in the adopted FY 2021/2022 budget for the Stormwater Fund for Stormwater / Street & Drainage / Other Contractual Services (#401-4216-534000-00000).
