Summary Brief (Agreements/Contracts only)

2.                     Parties: City of Port St. Lucie and Motorola Solutions, Inc. (“Motorola”).

3.                     Purpose: to enhance existing contract with Motorola to provide full access to the Motorola Solutions Smart Application Suite (SmartConnect, Smart/Programming, Smart/Locate & Smart/Mapping).

4.                     New/Renewal/Modified: Modified.

5.                     Duration: October 2, 2026 through October 1, 2031.

6.                     Benefits to Port St. Lucie: Utilization of the Smart Application Suite platform integrates the strengths of both Land Mobile Radio (LMR) P25 and Broadband Cellular Data, creating Smart Radio Platform.

7.                     Cost to Port St. Lucie (Annual and Potential): $165,865.00 per year for 5 years for a total of $829,325.00.

Staff Recommendation: Move that the Council approve a new Agreement with Motorola Solutions, Inc., per City Code of Ordinance, Section 35.08(c), for good cause shown, to add additional services to enhance the existing Police Department’s radio equipment inventory. The Police Department has been using this service on an introductory basis since January 2024 in order to determine if the platform would be beneficial.  

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the new Agreement to Contract #20240023.

2.                     Move that the Council not approve the addition of the new Agreement to Contract #20240023 and provide staff with direction.

 

Background: The City entered into a new contract with Motorola to outfit new officers and replace unrepairable radios. Council approved the purchase and trade in of the old radios on January 8, 2024. To further enhance the radio system, the Council approved entering into a new maintenance agreement on May 27, 2025, to provide timely and local support to handle programming requests and any technical issues.

 

This new Agreement will add to the enhancements and provide an innovative platform that will seamlessly integrate the strengths of both Land Mobile Radio (LMR) and Broadband Cellular Data, making it the world’s first and only Smart Platform. With the APX N70, you gain access to the full capabilities of the Motorola Solutions Smart Application Suite.

 

Included:

                     SmartConnect - Automatic switching between P25 radio coverage and broadband

                     SmartProgramming - Allows for rapid software and configuration updates

                     SmartLocate - Provides for fast, second-by-second GPS location updates via web browser

                     SmartMapping - Gain situational awareness with location of other users on the radio

 

This integration platform strengthens and increases officer safety, while also elevating the City’s public safety mission by providing law enforcement with modern, reliable technology designed to enhance their capabilities.

 

Issues/Analysis: Staff has been using this platform since 2024 on an introductory basis in order to determine if the platform would be beneficial. It has proven to be very beneficial and staff is requesting approval to add this service to the existing Motorola Agreements.

 

Although the instant Agreement is adding a service to an existing City contract number, because Motorola has requested that the parties enter into a new agreement for the enhancements, staff is asking that Council waive bidding for good cause shown, as this agreement will provide enhancements to the City’s previous purchase. Additionally, PSLPD will continue to be able to use the services from now until October 2, 2026, however, the cost for that period will be $0.

                     

Financial Information: Funds are appropriated in the Police General Fund / Police Support Division / Operating (#001-2105-552201-00000).
