3. Purpose: To remove and replace the existing 8000-gallon above ground diesel fuel tank at the Southport Booster Pump Station, remove and legally dispose of the existing 2500-gallon above ground diesel fuel tank & 300-gallon diesel fuel day tank.
4. New/Renewal/Modified: New.
5. Duration: 210 days.
6. Benefits to Port St. Lucie: The 8,000-gallon diesel tank feeds the existing generator in case of an FPL electric power failure-interruption during the upcoming hurricane season.
7. Cost to Port St. Lucie (Annual and Potential): The estimated expenditure for this project for FY 2021-2022 is $279,551.55.

Staff Recommendation: Move that the Council award Contract #20220028 to remove and replace the 8,000-gallon diesel fuel tank at Southport Booster Station to JF Acquisition LLC, DBA JF Petroleum Group.
Alternate Recommendations:
1. Move that the Council amend the recommendation and award Contract #20220028.
2. Move that the Council not approve Contract #20220028 and provide staff with direction.
Background: The existing 8,000-gallon diesel tank that feeds the fuel to the existing generator at Southport Wastewater Booster Pump Station is deteriorating and it is in dire need of replacement according to the City’s maintenance contractor Wilson Petroleum Equipment Company. The new 8,000-gallon diesel tank will feed into the existing generator in case of an FPL electric power failure-interruption during the upcoming hurricane season.
The scope of work for this project also includes the removal and disposal of an existing 2,500-gallon diesel tank and a 300-gallon day tank due to the demolition of the existing Southport Wastewater Treatment Plant.
An E-Bid was issued on March 24, 2022, to one thousand two hundred twenty-one (1,221) potential suppliers. The E-Bid was opened on April 24, 2022, with four (4) bidders. Three (3) bidders were responsive and one (1) was non-responsive.
Issues/Analysis: Staff has reviewed the proposals and finds that JF Acquisition LLC, DBA JF Petroleum Group provides the best value to the City.
Financial Information: Funds are appropriated in the FY 2021-2022 budget for REN & REPL / Westport Wastewater Plant / Improvement O/T Buildings (#428-3512-563000-00000).
