Executive Summary (General Business): ACR Acquisitions, LLC, as the developer of the Wilson Groves Development of Regional Impact (DRI), has submitted an application for an amendment to the Wilson Groves DRI Development Order. The proposed amendment will revise Map H, the master development plan for the Wilson Groves DRI. Wilson Groves is an approved Development of Regional Impact (DRI) that is located west of Interstate 95, east of Range Line Road, north of the C-23 Canal and immediately south and west of the Riverland Kennedy DRI. The Wilson Groves DRI is approximately 2,499 acres in size.
The proposed amendment to Map H provides for the realignment of Becker Road and revises the locations for the Mixed Use, Neighborhood/Village Commercial, and Residential land use subdistricts to reflect a new development plan for the Wilson Groves DRI. Other than a revised Map H, no other changes are proposed to the Wilson Groves DRI development order conditions adopted under Resolution 11-R01.

Staff Recommendation: Move that the Council approve the DRI amendment as recommended by the Planning and Zoning Board.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the DRI amendment.
2. Move that the Council not approve the amendment and provide staff direction.
Background: The Planning and Zoning Board recommended approval of the proposed DRI Amendment at the November 28, 2023 Special Planning and Zoning Board Meeting. Wilson Groves is an approved Development of Regional Impact (DRI) that is located west of Interstate 95, east of Range Line Road, north of the C-23 Canal and immediately south and west of the Riverland Kennedy DRI. The Wilson Groves DRI is approximately 2,499 acres in size. The future land use classification is New Community Development District (NCD). The Wilson Groves NCD District is comprised of 57 acres of Neighborhood/Village Commercial, 566 acres of Mixed-Use, and 1,876 acres of Residential as depicted on Figure 1-6, the conceptual land use plan for the Wilson Groves NCD District.
Issues/Analysis: The proposed amendment to Map H of the Wilson Groves DRI is consistent with a proposed comprehensive plan text amendment to amend Figure 1-6, the Wilson Groves NCD District concept plan (P23-201). The proposed changes to Figure 1-6 adjust the locations for the Mixed Use, Neighborhood/Village Commercial, and the Residential sub-districts to accommodate a revised development plan for the Wilson Groves DRI and provides for the previously approved re-alignment of Becker Road. The proposed comprehensive plan amendment was recommended for approval by the City Council at the December 4, 2023 transmittal hearing. There were no objections the proposed amendment from the Florida Department of Commerce or any of the reviewing agencies. The adoption hearing for the proposed amendment is scheduled for the March 11, 2024 City Council meeting.
