Summary Brief (Agreements/Contracts only)

1.                     Prepared by: Robyn Holder, CPPB (PMD).

2.                     Parties: City of Port St. Lucie and R & M Service Solutions LLC.

3.                     Purpose: To furnish and install air release valves (ARV) on the sewer mains which must be replaced within the Utility Systems Department (USD) service area.

4.                     New/Renewal/Modified: New.

5.                     Duration: 120 calendar days with no option to renew.

6.                     Benefits to Port St. Lucie: The valves being replaced are below ground which creating a challenge for USD crews to maintain them. If the ARV is not operational, it may cause pressure issues in the sewer system.

7.                     Cost to Port St. Lucie (Annual and Potential): One-time expense of $158,417.41, funded by Community Development Block Grant (CDBG) funds.

Staff Recommendation: Move that the Council award Contract #20220065 and enter into a unit price contract with R & M Service Solutions LLC to replace ARV’s at various locations throughout the USD service area.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and award Contract #20220065.

2.                     Move that the Council not award Contract #20220065 and provide staff with direction.

 

Background: ARVs are installed on sewer mains to release gases that are generated from the decomposition of organic material. Otherwise, the build-up of gas pockets makes pumping difficult and builds up pressure. The reconstruction of these ARV assemblies are necessary to meet the current USD standard.

 

An E-Bid was issued on June 17, 2022, to 1,580 potential suppliers. There were 21 plan holders with 3 proposals received on July 29, 2022.

 

Issues/Analysis: Staff has reviewed the proposals and finds that R & M Service Solutions LLC provides the lowest responsive responsible bid. This project is funded by a Community Development Block Grant (CDBG) which requires the bid to be awarded to the lowest responsive responsible bidder. R & M Service Solutions LLC has performed several successful projects for the City.

                     

Financial Information: Funds are available in the CDBG Fund / Federal Entitlement / Other Contractual Services (#118-5900-534000-22NSD001P-ARVs).
