3.                     Purpose: Conveyance of property from Mattamy Palm Beach, LLC to the City of Port St. Lucie for the purpose of road right-of-way is a condition of the Tradition DRI. Resolution 16-R25, Condition N.6.b further indicates the conveyance of said property is necessary for the extension of Crosstown Parkway west of the Village Parkway intersection.

6.                     Benefits to Port St. Lucie: Provides the City with road right-of-way necessary for the extension of Crosstown Parkway west of its existing terminus.

7.                     Cost to Port St. Lucie (Annual and Potential): This transaction has no cost to the City.

Staff Recommendation: Move that the Council approve the Resolution for the Mayor to accept the Special Warranty Deed from Mattamy Palm Beach, LLC.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the Resolution.

2.                     Move that the Council not approve and provide staff direction.

 

Background: A condition of the Tradition Development DRI requires the developer (Mattamy Palm Beach, LLC) to convey right-of-way to the City of Port St. Lucie, necessary for the construction of Crosstown Parkway, as depicted on Map H of the Tradition Development DRI. The Crosstown Parkway right-of-way from Village Parkway, east to the C-24 Canal has been conveyed to the City, platted as Tradition Plat 32 (Plat Book 62, Pages 5-9) and Plat 33 (Plat Book 62, Pages 3-4), and the roadway has been constructed and turned over to the City. The remaining Open Space Tract No. 1 is needed to facilitate the construction of the Crosstown Parkway roadway from a point previously conveyed to the City and that being platted by Kolter Land Partners, LLC.

 

Issues/Analysis: This segment of property will complete the right-of-way needed for the alignment of Crosstown Parkway from the existing roadway to a right-of-way plat that is being developed by Kolter Development.

                     

Financial Information: All cost associated with right-of-way acquisition and development is the developer’s responsibility per the DRI. There is no cost to the City.

 

Special Consideration: The property is necessary for the extension of Crosstown Parkway right-of-way.

 

Location of Project: Crosstown Parkway, west of Village Parkway intersection.
