Staff Recommendation: Move that the Council award Contract #20230041 and enter into a fixed unit price contract for the Traffic Calming Construction Project with Pav-Co Construction, Inc.

1. Move that the Council amend the recommendation and award Contract #20230041.
2. Move that the Council not approve Contract #20230041 and provide staff with direction.
Background: The City of Port St. Lucie is committed to ensuring the overall safety and livability of residential neighborhoods. One way to meet this commitment is through a collaboration of City staff and property owners to manage traffic in neighborhoods and address documented traffic concerns. The City of Port St. Lucie Traffic Calming Policy provides a process to evaluate and implement appropriate traffic calming measures.
Ballots were mailed to residents in and adjacent to the proposed project limits in order to survey support for the traffic calming measures. Of the returned ballots, support exceeded the pre-determined 75% threshold required to move forward with construction.
An E-Bid was issued on March 23, 2023 to 1, 654 potential suppliers. There were 24 plan holders with three (3) proposals being received on April 26, 2023.
Issues/Analysis: Staff has reviewed the responsive proposal and finds that Pav-Co Contracting Inc. provides the best value to the City. Pav-Co Contracting, Inc. has successfully performed several projects for the City and is a local company.
Financial Information: Funds are appropriated in the Road & Bridge CIP Fund / Road & Street Division / Improvements O/T Building (#304-4105-563000-00000).

Location of Project: Sunglow Street, Milner Drive, Idol Avenue & Abingdon Avenue.
