Executive Summary (General Business): The U.S. Department of Justice (DOJ) Office of Community Oriented Policing Services (COPS) released its Notice of Funding Opportunity for the COPS Hiring Program (CHP) on May 8, 2025, and closed on July 1, 2025. PSLPD submitted its application on July 26, 2025 requesting $500,000 to fund four (4) new officer positions for Marine Patrol.

Staff Recommendation: Move that the Council accept the grant award and authorize the Mayor and Chief of Police to execute the grant agreement, and any future amendments to the same, on behalf of the city.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the grant agreement.

2.                     Move that the Council not approve and provide staff with direction.

 

Background: The FY25 COPS Hiring Program (CHP) will provide funding to hire four (4) full-time Marine Patrol Officers. These officers will form a permanent Marine Unit under the Special Operations Division.

 

Issues/Analysis: N/A

                     

Financial Information: Each award will support up to 75 percent of officers’ entry-level salaries and fringe benefits for three years within a five-year period of performance to accommodate time needed for recruitment and hiring. There is a minimum 25 percent local cash match (cost share) requirement, unless a waiver is approved. The maximum federal share per officer position is $125,000 over the three-year period. Any additional costs for higher-than-level salaries and fringe benefits will be the responsibility of the recipient agency. The hires for these positions must be retained for a year (12 months) after the three-year period using state or local funds.
