Executive Summary (General Business): The intent of the City of Port Saint Lucie Solid Waste Advisory Task Force is to create a citizens’ committee for the purpose of reviewing the current solid waste program and performance while analyzing proposed short-term and long-term program modifications to improve the reliability of service. The Solid Waste Advisory Task Force will provide recommendations to the City Council via the City Manager.

Staff Recommendation: Move that the Council direct the City Manager and staff to take the necessary steps with the City Attorney’s Office to establish a City Council appointed Solid Waste Advisory Task Force.

 

Alternate Recommendations:

1.                     Move that the Council direct the City Manager and staff to take the necessary steps with the City Attorney’s Office to establish a City Manager appointed Solid Waste Advisory Task Force.

2.                     Move that Council deny the request to establish a Solid Waste Advisory Task Force and provide staff direction.

 

Background: After City Council requested to have a discussion on the possibility of establishing a Solid Waste Advisory Task Force, Neighborhood Services researched other municipalities for this topic to begin creating a model that could be used for Port Saint Lucie. This agenda item is to provide Council the opportunity to discuss staff’s recommendations and provide direction.

 

u                     Issues/Analysis: General tasks would include: 1). Review performance under the current Franchise Agreement; 2). Review possible short-term contract modifications; and 3). Review/analyze long-term service levels to be included in the next Request for Proposal (RFP). The Solid Waste Advisory Task Force would be City Council appointed, comprised of seven (7) members appointed by the Mayor and consented to by the City Council, and two (2) alternate members appointed by the Mayor and consented to by the City Council. At least three (3) members of the Task Force should have solid waste experience.The initial term for members and alternate members would be 18 months as this would be a time and scope-limited Task Force. Staff believes the Task Force could potentially start meeting some time in November, pending board members appointments are completed, as soon as a meeting can be advertised, and a quorum established.

 

Special Consideration: Qualifications for serving on this Task Force may include but are not limited to, educational background, experience, or both in a government or private sector organizations with knowledge of municipal solid waste programs, contracts, logistics, communications and financial management. Members will advise, comment, and provide technical assistance on matters relating to Solid Waste. At the next possible City Council meeting, staff will provide official rules, bylaws, procedures, and eligibility requirements establishing the Advisory Task Force should the Council move to approve staff recommendation.
