3.                     Purpose: To provide 100% construction plans for a permanent diesel generator for Building B that will support the critical facility.

4.                     New/Renewal/Modified: New.

5.                     Duration: 270 calendar days with no option to renew.

6.                     Benefits to Port St. Lucie: To provide a back-up power system in the event of hurricanes or other natural disasters.

7.                     Cost to Port St. Lucie (Annual and Potential): One-time expense in the amount of $130,000.00 plus conventional reimbursable expenses.

Staff Recommendation: Move that the Council award Contract #20230108 for Professional Design Services for a New Emergency Generator at Building B with TLC Engineering Solutions, Inc.

 

Alternate Recommendations:

1.                     Move that the Council not approve Contract #20230108 and provide staff with direction.

 

Background: The City desires to replace the emergency generator at Building B with a larger unit to provide adequate back-up power to support this critical facility. The building houses several city departments and serves as the primary Emergency Operations Center for the City. The scope of work also includes an automatic transfer switch (ATS), concrete pad, and an enlarged enclosure.

 

An e-RFP for qualifications was issued in accordance with Section 287.055, Florida Statutes, identified as the Consultants’ Competitive Negotiation Act (CCNA) on September 15, 2023, to 1,472 potential consultants. There were five (5) proposals received on October 17, 2023. PMD held the first evaluation meeting on November 16, 2023, to review and discuss the proposals and individual scores to determine the short list. The Evaluation Committee selected and voted on the top three (3) firms to move forward to the short list. The firms were invited to a second evaluation meeting held on December 12, 2023, to make presentations and to answer more detailed questions regarding the project. The Evaluation Committee reviewed their scores and adjusted accordingly. The final scores were announced as follows:

 

#1 Ranked Firm: TLC Engineering Solutions, Inc. - 940.00

#2 Ranked Firm: BEED Engineering, Inc. - 925.00

#3 Ranked Firm: OCI Associates, Inc. - 875.67

 

PMD began negotiations with the top ranked firm, TLC Engineering Solutions, Inc. After the negotiations, an agreement was made to accept the proposal of $130,000.00 plus conventional reimbursable expenses.

 

Issues/Analysis: Staff has reviewed the final proposal and finds that the fees are fair and reasonable.

                     

Financial Information: Funds are appropriated in the CIP General Fund / General Government / Improvements O/T Building (#301-1900-563000-00000).

 

Special Consideration: The project is partially funded through the Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant Program (HMGP).

 

Location of Project: Building B, 121 SW Port St. Lucie Blvd.
