2. Parties: City of Port St. Lucie and CPZ Architects, Inc.
3. Purpose: Due to the growth of the City, the intent is to design a three-story expansion to the existing City Hall building and a precast parking garage for the City complex.
4. New/Renewal/Modified: New.
5. Duration: 365 calendar days with no options to renew.
6. Benefits to Port St. Lucie: Expanding City Hall and building a City Complex Parking Garage will provide additional office spaces and meeting areas, which can significantly enhance operational efficiency, improve public accessibility, and modernize infrastructure.
7. Cost to Port St. Lucie (Annual and Potential): One-time expense in the amount of $2,364,294.22.

Staff Recommendation: Move that the Council award Contract #20240072 for Professional Design Services for the City Hall Expansion and City Complex Parking Garage Project with CPZ Architects, Inc.

Background: The Treasure Coast Regional Planning Council (TCRPC) was retained to perform services in February 2023 to develop a City Complex Campus Master Plan, which included space needs assessments. TCRPC facilitated design sessions to review existing conditions, gathered input from departments, and developed design concepts. TCRPC presented the plan to City Council and Capital Improvement project budgets were adopted for the following designs: a City Complex Parking Garage for $1,350,000 and a City Hall Expansion for $1,250,000. A Request for Proposals was issued in accordance with section 287.055, Florida Statutes, identified as the Consultants’ Competitive Negotiation Act (CCNA) on July 12, 2024, to 448 potential consultants. There were 8 proposals received on August 13, 2024. PMD held the first evaluation committee meeting on September 10, 2024, to review and discuss the proposals and individual scores to determine the short list. The Evaluation Committee selected and voted on the top four (4) firms to move forward to the short list. The firms were invited to a second evaluation meeting held on September 24, 2024, to make presentations and to answer more detailed questions regarding the project. The Evaluation Committee reviewed their scores and adjusted accordingly. The final scores were announced, as follows:

#2 Ranked Firm: BEA Architects- 678.00
#3 Ranked Firm: PGAL Architects - 657.00
#4 Ranked Firm: REG Architects - 654.00
PMD began negotiations with the top-ranked firm, CPZ Architects, Inc. After the negotiations, an agreement was made to accept the proposal of $2,364,294.22.
Issues/Analysis: Staff has reviewed the final proposal and finds that the fees are fair and reasonable for the amount of work needed to complete this project.
Financial Information: Funds are appropriated in account 301-4135-531000-24FAC03P-Design.
