In addition, there is a permanent member opening on the Public Art Advisory Board due to a recent member resignation.

Staff Recommendation: Move that the Mayor and Council accept the recommendation of the Public Art Advisory Board to appoint Nashaly Camacho, St. Lucie Chamber of Commerce representative, to the Public Art Advisory Board, and appoint Alice Zinn, an existing alternate member to permanent member on the Public Art Advisory Board.

Alternate Recommendations:

1.                     Move that the Council amend the recommendation.

2.                     Move that the Council not approve and provide staff with direction.

Background: Chapter 162.03.(2) of the Art in Public Places Code calls for a representative of the St. Lucie County Chamber of Commerce to serve as a member of the Public Art Advisory Board. Nashaly Camacho, Event Administrator with the St. Lucie County Chamber of Commerce, has recently informed staff that she can serve as the member representing the St. Lucie County Chamber of Commerce moving forward. Katherine Cordero, who previously served as the St. Lucie County Chamber of Commerce representative, has accepted an advancement elsewhere.

In July 2022, Ann Steakin who had served on the Public Art Advisory Board as a permanent member since April 2018, informed city staff that she was resigning from the advisory board. Section 162.03.(2) of the Art in Public Places Code calls for seven (7) members and two (2) alternates to serve on the Public Art Advisory Board. During the August 15, 2022 Public Art Advisory Board (PAAB) meeting, the PAAB recommended appointment of Nashaly Camacho, new St. Lucie Chamber of Commerce representative, to the Public Art Advisory Board, and appointment of Alice Zinn, an existing alternate member to permanent member on the Public Art Advisory Board.

Issues/Analysis: Alice Zinn is currently serving as an alternate on the Public Art Advisory Board and was appointed on October 19, 2020 and has regularly attended meetings. Mrs. Zinn has expressed interest in being elevated to a permanent member on the Public Art Advisory Board, filling the vacancy left by Mrs. Steakin. The vacancy was advertised on the city website and the applications were also reviewed. Staff believes Mrs. Zinn can perform the duties and functions specified in Section 162.04 of the Art in Public Places Code and is qualified to serve as a permanent member on the Public Art Advisory Board.  Following the appointment, if granted, staff will coordinate with the City Clerk’s Office for the advertisement of the alternate position on the city website.
