Summary Brief (Agreements/Contracts only)

2. Parties: City of Port St. Lucie and (1) CXT Incorporated; (2) Romtec, Inc.
3. Purpose: To provide quality restroom and shower facilities as needed.
4. New/Renewal/Modified: New.
5. Duration: This Agreement shall be effective from the date upon which all parties have executed it through July 10, 2029. The Contract allows up to three (3) additional one (1) year extensions.
6. Benefits to Port St. Lucie: Ability to utilize the Sourcewell contract for restroom and shower facilities, multipurpose buildings, and precast concrete buildings. These contracts have been competitively bid nationwide and allow the City to select from qualified vendors such as CXT and Romtec, ensuring the best value and flexibility for meeting project needs.
7. Cost to Port St. Lucie (Annual and Potential): $300,000 is included in the FY26 CIP for the purchase and installation of a prefabricated restroom at O.L. Peacock. Future expenditures will be appropriated in each budget year.

Staff Recommendation: Move that the Council approve, per City Code of Ordinances, Section 35.08(a)(10)(a) (cooperative exception), to participate in the Sourcewell Cooperative Contract #052725 with CXT, Inc. and Romtec, Inc., for Restroom and Shower Facility Solutions.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve participating in the Sourcewell Cooperative Contract #052725.
2. Move that the Council not approve and provide staff with direction.
Background: Utilizing the Sourcewell contract will provide the City with the means to purchase prefabricated restrooms currently used in City parks. In FY26, the City plans to add a prefabricated restroom at O.L. Peacock to support new amenities coming online, including a playground, two pavilions with tables and grills, a trail, on-street parking, landscaping, and irrigation. With these improvements, the park is expected to attract more visitors, making a restroom essential to accommodate increased use and enhance the overall experience for residents and guests. Expenditures under these agreements in future years will be appropriated in each budget year.
Sourcewell is a service cooperative created to provide programs and services to members in the government, education, and non-profit sectors. Its statutory purpose is to assist members in meeting specific needs which are more efficiently delivered cooperatively than by an individual entity. Sourcewell is a self-supporting government agency with oversight from a board of publicly elected officials.
Issues/Analysis: Staff has reviewed the Sourcewell Cooperative Contract and finds that it meets the needs of the City and meets the requirements of the City's procurement ordinance.
Financial Information: Funds are appropriated in the account #305-7210-563000 / 22PR009P - Restroom Building (FY26 O.L. Peacock Restroom Project).
