3.                     Purpose: To construct all necessary infrastructure needed to complete the new “WOW” park.

5.                     Duration: 270 calendar days with no option to renew.

6.                     Benefits to Port St. Lucie: To provide a unique destination for the residents of Port St. Lucie.

7.                     Cost to Port St. Lucie (Annual and Potential): One-time expense of $9,909,022.94.

Staff Recommendation: Move that the Council award Contract #20220032 for The Port District - Park & Playground Infrastructure and Improvement Project to Ferreira Construction Company, Inc., in the amount of $9,909,022.94.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and award Contract #20220032 to Ferreira Construction Company, Inc.

2.                     Move that the Council not approve Contract #20220032 and provide staff with direction.

 

Background: The Westmoreland Middle Tract has long been identified as a unique gathering place along the North Fork of the St. Lucie River. Recent efforts to improve the visitor experience include the installation of a boardwalk along the river, in addition to continued improvements to the City’s Botanical Gardens. The Peacock Lodge and House were relocated to the site in 2018 and renovations are underway on the Peacock Lodge. The City secured a playground design consultant to design a “WOW” playground for this location, branded as the Pioneer Park Playground. The City also adopted a new Port District Master Plan in July 2021, of which this project is the anchor.

 

The E-Bid was issued on February 10, 2022, to 1,555 potential suppliers. There were 59 plan holders with 4 responsive proposals being received on April 18, 2022.

 

Issues/Analysis: Staff has reviewed the responsive proposals and finds that Ferreira Construction Company, Inc., provides the best value to the City. Ferreira Construction Company, Inc., has performed many successful projects for the City over the past years.

                     

Financial Information: Funds are appropriated in the Parks & Recreation Capital Improvement Fund / Parks & Recreation / Other Contractual Services (301-7210-534000-22PR001P).
