Executive Summary (General Business): City has evaluated options for disposal of the Solid Waste generated within the City limits and is willing to deliver its solid waste, recyclable materials, and a portion of yard waste materials to the County’s System, for processing, recycling, and/or disposal, subject to the terms and conditions in this Agreement.
The Agreement period will be from October 1, 2025 to September 30, 2035.

Staff Recommendation: Move that the Council approve and authorize the City Manager to execute the Interlocal Agreement with St. Lucie County for the processing of its solid waste and recyclable materials.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve and authorize the City Manager to execute the Interlocal Agreement with St. Lucie County for the processing of its solid waste and recyclable materials.
2. Move that the Council not approve and authorize the City Manager to execute the Interlocal Agreement with St. Lucie County for the processing of its solid waste and recyclable materials
Background: The County and the City entered into an Amended and Restated Interlocal Agreement (dated February 11, 2019) concerning the management and disposal of the Solid Waste that the City collects and delivers to the County’s Solid Waste management and disposal system. County has notified the City that the County does not intend to renew the Amended and Restated Interlocal Agreement when it expires on September 30, 2025. County and the City now wish to revise and clarify their respective obligations, which they intend to accomplish by replacing the existing Amended and Restated Interlocal Agreement with the attached Interlocal Agreement.
This negotiated agreement stipulates that the City will take 20% of its yard waste to the St. Lucie County Land Fill and 80% to Nature’s Keeper which results in a cost savings to the City residents. In addition, this agreement allows for recyclable materials revenue sharing.
Issues/Analysis: Generation rate was updated to offset the disposal increase to the resident’s assessment rate.
Financial Information: Tipping rates (per ton) will increase for solid waste from $50.96 to $69.00 (35% increase), recycling from $0 to $35 (100% increase), yard waste from $31.20, to $59.00 (47% increase).
