Executive Summary (General Business): The proposed ordinance facilitates the conveyance of three (3) Residential Real Property Lots to St. Lucie Habitat for Humanity CHDO, INC. a Florida Not for Profit Corporation, for the Development of Affordable Homeownership Units as part of the Home Investment Partnership Program with St. Lucie County.

Staff Recommendation: Move that the Council approve the ordinance authorizing the conveyance of three (3) residential real property lots to St. Lucie County Habitat for Humanity CHDO, Inc., a Florida not for profit corporation.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the ordinance authorizing the conveyance of three residential real property lots to St. Lucie Habitat for Humanity CHDO, Inc.

2.                     Move that the Council not approve the ordinance and provide staff with direction.

 

Background: The HOME Investment Partnerships Program (HOME) requires participating jurisdictions to reserve a minimum of fifteen percent (15%) of their annual HOME allocation for housing activities undertaken by qualified Community Housing Development Organizations (CHDOs). The St. Lucie HOME Consortium, comprised of St. Lucie County, Martin County, Indian River County, the City of Port St. Lucie, the Village of Indiantown, and the City of Fellsmere, administers HOME funds in accordance with federal regulations at 24 CFR Part 92. St. Lucie County is the lead entity. In September 2025, the Consortium issued Request for Proposal (RFP) No. 25-084 to solicit proposals from qualified and certifiable CHDOs to undertake the development of affordable single-family homes for homeownership by income-eligible households. Following evaluation by the selection committee and subsequent Board approval to negotiate with the highest ranked proposer, St. Lucie Habitat for Humanity CHDO, Inc. was identified to move forward with project development activities. Federal HOME regulations require participating jurisdictions to execute written agreements defining both the organizational responsibilities of the CHDO and the specific terms under which HOME funds will be provided for individual projects. Through a partnership with St. Lucie County, three of the project sites will be provided by the City for the development of affordable homeownership units. The projects proposed under this agreement include the following properties: Property Address Jurisdiction Proposed HOME Investment: 636 SW Curry Street Port St. Lucie $314,380.00; 1050 SE Lansdowne Avenue Port St. Lucie $314,380.00; and  401 SW Duval Avenue Port St. Lucie $339,075.00 of these agreements will allow the HOME Consortium to meet federal CHDO set-aside requirements while supporting the development of affordable homeownership opportunities.

 

Issues/Analysis: This project was previously approved by the City Council on May 15,

2025 wherein the City Council authorized staff to partner with St. Lucie County on a Request for

Proposals (RFP) for this project. As a result of the RFP, the future homes will remain in Habitat

for Humanity’s Land Trust to ensure permanent affordability.

                     

Financial Information: Construction of these homes will facilitate the County’s expenditure of $967,835 of HOME funds that are required to be spent in Port St Lucie.

 

Special Consideration: These three lots were previously escheated to the City by St. Lucie County and serve no other practical use other than affordable housing.
