2. Parties: City of Port St. Lucie and PSI Technologies Inc.
3. Purpose: The Utility Systems Department (USD) requests approval of a contract with PSI Technologies Inc. as the sole source vendor for the purchase of spare and replacement of Liberty commercial grinder pumps and related parts for utility-owned commercial grinder stations. These pumps will be used to replace existing pumps as they fail or reach the end of their useful life.
4. New/Renewal/Modified: New.
5. Duration: This Contract shall remain in effect for three (3) years with no options to renew.
6. Benefits to Port St. Lucie: These commercial grinder pumps are an integral part of the utility-owned commercial grinder stations. Establishing this Contract provides a reliable source for critical replacement pumps and related parts while supporting the standardization of equipment across these stations. Standardization promotes consistent maintenance practices, simplifies parts inventory, reduces compatibility concerns, and helps minimize operational disruptions.
7. Cost to Port St. Lucie (Annual and Potential): The Utility Systems Department anticipates an annual expense of $400,000.00.

Staff Recommendation: Move that the Council waive the bidding, per City Code of Ordinances, Section 35.08(a)(25)(a)(1) (sole source where the compatibility of equipment, accessories, or replacement parts is the paramount consideration), as there are no commercially available substitutes for these components and/or replacement parts, which can only be purchased from the manufacturer or distributor, and approve Contract #20260339 for the purchase of Liberty Cutter Commercial Grinder Pumps and OEM Parts with PSI Technologies Inc.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the Sole Source Contract #20260339.
2. Move that the Council not approve Sole Source Contract #20260339 and provide staff with direction.
Background: PSI Technologies Inc. is the sole municipal distributor for Liberty Pumps, the manufacturer of the commercial grinder pumps utilized by the Utility Systems Department. These pumps are used at utility-owned commercial grinder stations to effectively grind and convey wastewater and solids for proper treatment. Reliable operation of this equipment is essential to maintaining system performance and minimizing the potential for backups, equipment failures, and service disruptions.
