2.                     Parties: City of Port St. Lucie and CAPTEC Engineering, Inc.

3.                     Purpose: Provide additional services to complete construction plans to 100%.

4.                     New/Renewal/Modified: Modified.

5.                     Duration: Add an additional 120 calendar days for a new end date of 9/26/2024.

6.                     Benefits to Port St. Lucie: Proceeding with 100% construction plans will allow the project to be completed within the time parameters of the state appropriations.

7.                     Cost to Port St. Lucie (Annual and Potential): An additional $123,890.00 for a new Contract amount of $759,347.00.

Staff Recommendation: Move that the Council approve Amendment #5 to Contract #20210103 for the Design Services.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve Amendment #5 to Contract #20210103.

2.                     Move that the Council not approve Amendment #5 to Contract #20210103 and provide staff with direction.

 

Background: The project is comprised of three (3) road segments inclusive of potable water distribution, wastewater collection and storm water improvements that can be constructed either concurrently or as stand-alone projects. The project is located on the City of Port St. Lucie Government Finance Corporation (GFC) lands. The description of the three (3) road segments are as follows:

 

                     E/W Road #2 - Finalizing the plans from 60% plans to 100% will be completed by the developer.

                     Tom Mackie Blvd. - Extend Tom Mackie Blvd. from approximately 150 feet south of the future intersection of Tom Mackie Blvd. and E/W Road #2 south approximately 3,150 feet to the Marshall Parkway right-of-way.

                     Marshall Parkway - Extend Marshall Parkway east from the Village Parkway intersection approximately 1,700 feet within the 150-foot-wide road right-of-way to the intersection with Tom Mackie Blvd.

 

Project Everest requires approximately 1,500 feet of the southern portion of Hegener Drive (Tom Mackie Blvd.) to be realigned as well as the entire length of Marshall Parkway which is now reduced to approximately 1,200 feet in length. The proposed changes align with Sansone Blvd. south of Marshall Parkway.

 

This Amendment is to provide 100% design plans for the realignment of two (2) roadways, potable water distribution, wastewater collection, and storm water improvement projects located on the Port St. Lucie Government Finance Corporation (GFC) lands.

 

Issues/Analysis: Staff has reviewed the proposal and finds the cost to realign the two (2) roadways and other improvements to be fair and reasonable.

                     

Financial Information: Funds are appropriated in the CIP General Fund / General Government / Improvements O/T Building (#301-1900-563000-00000).

 

Special Consideration: N/A.

 

Location of Project: Tom Mackie Blvd, Marshall Parkway & E/W Road #2 in the Southern Grove area.
