Strategic Plan Link: The City's Goal of safe, clean, and beautiful.

Summary Brief (Agreements/Contracts only)

1.                     Prepared by: Nathaniel Rubel, Procurement Assistant Director, PMD

2.                     Parties: City of Port St. Lucie and H.J. High Construction Company (“HJ High”).

3.                     Purpose: Amendment #2 adds the construction phase services for the Real Time Information Center (RTIC) project to Contract #20260143 with the Design-Build Contractor, HJ High. This amendment authorizes HJ High to proceed with renovation and interior build‑out of an approximate 2,005 square foot space to create the operational RTIC consistent with the approved construction documents, specifications, and Guaranteed Maximum Price (GMP) scope.

4.                     New/Renewal/Modified: Modified.

5.                     Duration: The construction phase will be completed within 193 calendar days from Notice to Proceed to Substantial Completion, with an additional 5 calendar days allocated for Final completion, consistent with the proposed project schedule.

6.                     Benefits to Port St. Lucie: Implements a modern Real Time Intelligence Center to support police operations and improve situational awareness, emergency response capabilities, and public safety outcomes. Ensures continuity of design, construction quality, and project delivery under the existing Design‑Build contractor who produced the RTIC design. Provides cost control through a GMP, ensuring predictable expenditure for the construction phase.

7.                     Cost to Port St. Lucie (Annual and Potential): Amendment #2 establishes a GMP of $1,030,479.00 for construction of the RTIC. This includes all direct costs, contingency, general conditions, and construction management fees required to deliver the completed facility.

Presentation Information: N/A.

Staff Recommendation: Move that the Council Approve Amendment #2 to Contract #20260143 with H.J. High Construction Company to add construction services for the Real Time Information Center (RTIC) project under City Code of Ordinances, Section 35.08(a)(10) (cybersecurity exemption from formal bidding) and section 35.08(a)(23) (security and firesafety exemption from formal bidding).

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve Amendment #2 to Contract #20260143.

2.                     Move that the Council not approve Amendment #2 to Contract #20260143 and provide staff with direction.

Background: Amendment #1 extended the design services period to complete the approved construction documents. H.J. High has now submitted the GMP, detailed construction scope, and project schedule for the renovation and build‑out of the RTIC. The construction scope includes selective demolition, architectural build‑out, mechanical, electrical, fire protection, technology infrastructure, access control, and coordination of owner‑furnished systems.

Issues/Analysis: The RTIC improvements involve secure operational technology and specialized law enforcement infrastructure. Because the work includes cybersecurity‑sensitive systems, technology infrastructure, and security information exempt from public disclosure under sections 119.0725 and 119.071(3), Florida Statutes, competitive solicitation would risk exposing protected information. Approving Amendment #2 under the City’s exemptions ensures project continuity, maintains security, and prevents delay of a critical public safety investment.

Financial Information: The funds will be appropriated in the General CIP Fund (301-2105-562000-00000).

Special Consideration: The construction phase includes multiple specialty systems and long‑lead technology components that require coordinated sequencing among several trade disciplines. The use of the design‑builder here supports this level of integration by maintaining continuity between the design and construction teams, ensuring efficient coordination, compatibility of systems, and timely execution. This approach is particularly appropriate for an exempt project where controlled access to sensitive information and a streamlined delivery process are essential.
