Staff Recommendation: Move that the Council approve Ordinance 26-42, authoring the Mayor or her designee to execute the easement for FPL.

Background: The City owns Tract A of Tradition Regional Park, as recorded in Plat Book 100, Pages 20 through 31, Public Records of St. Lucie County. As part of the development of the park, electrical service is required. Florida Power & Light Company (FPL) requested a utility easement over a portion of the property to install and maintain underground electrical infrastructure. The easement area is described in Exhibit “A,” prepared by Caulfield & Wheeler, Inc. The sketch and legal description were reviewed and approved by the City Surveyor, Thomas P. Kiernan, P.S.M., on April 20, 2026.
Issues/Analysis: Approval of this ordinance will allow FPL to install and maintain electrical infrastructure necessary to serve Tradition Regional Park. No adverse impacts to private businesses or surrounding properties are anticipated.
Financial Information: There is no direct cost to the City associated with the granting of this easement. No budget appropriation is required.
Special Consideration: Timely approval is needed to allow Florida Power & Light Company (FPL) to proceed with installation of electrical infrastructure necessary to support the development of Tradition Regional Park.
Location of Project: Tradition Regional Park, 13120 SW Tradition Parkway, Port St. Lucie, Florida.
