2. Parties: City of Port St. Lucie and Securitas Electronic Security, Inc.
3. Purpose: To provide and install security systems and related equipment at City facilities.
4. New/Renewal/Modified: New.
5. Duration: The initial term began on December 13, 2016 through December 12, 2019 with a renewal option of two 1-year terms ending on December 12, 2021.
6. Benefits to Port St. Lucie: Utilize Martin County’s contract to provide a wide range of products and services that have been competitively bid to offer the best value to the City.
7. Cost to Port St. Lucie (Annual and Potential): Estimated expenditures for Fiscal Year 2018/2019 is $100,000. Estimated expenditures for Fiscal Year 2019/2020 are $300,000. Future expenditures for projects will be as appropriated in each years’ budget.

Staff Recommendation: Move that the Council waive the bidding, per Chapter 35.04(c), good cause shown, and approve participating in the Martin County Contract #RFP2017-2894 with Securitas Electronic Security, Inc., for Security and Access Control Service, Equipment and Installation.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve participating in the Martin County Contract #RFP2017-2894.
2. Move that the Council not approve participating in the Martin County Contract #RFP2017-2894 and provide staff with direction.
Background: Securitas is an international company that provides various security services including, but not limited to access control, security systems, CCTV & NVR’s, physical security and security audits. In the past, the City has outsourced these services to various vendors with sometimes less than desirable results. Martin County, Saint Lucie County School Board and other municipalities throughout the state have retained their services with much success. Because of the depth of services and their abundance of qualified technical personnel in our local area, the City will retain Securitas’s services for the above-mentioned needs and additional services as required.
Issues/Analysis: Staff reviewed Securitas Electronic Security, Inc.’s contract and finds that purchasing the security systems, access control services, equipment and installation directly from Securitas Electronic Security, Inc., provides the best value to the City. Securitas Electronic Security, Inc. meets all the requirements for the City’s procurement ordinance.
Financial Information: Each Department in the City will use one or multiple aspects of this contract. Therefore, there will be various GL codes used.
