Summary Brief (Agreements/Contracts only)

2. Parties: City of Port St. Lucie and Juniper Landscaping of Florida, LLC (fka Coast to Coast Landscaping, Inc.)
3. Purpose: To provide mowing and landscape maintenance services for areas previously performed under contract #20190038 with Coast-to-Coast Landscaping Inc., which expired on May 2, 2022.
4. New/Renewal/Modified: Modified.
5. Duration: The contract time for the contract remains unchanged and is due to expire on January 31, 2023. This contract has two (2) additional two (2) year periods.
6. Benefits to Port St. Lucie: Provide mowing and landscape maintenance services and to maintain an attractive landscape appearance throughout the City.
7. Cost to Port St. Lucie (Annual and Potential): The additional locations will equal $54,180.00 annually.

Staff Recommendation: Move that the Council approve Amendment #1 to Contract #20200112 for Mowing & Landscape Maintenance Service throughout Port St. Lucie with Juniper Landscaping of Florida, LLC.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve Amendment #1 to Contract #20200112.
2. Move that the Council not approve the Amendment and provide staff with direction.
Background: This work was originally advertised on February 15, 2019 with the opening scheduled for March 26, 2019. There were 3 proposals received with Coast to Coast Landscaping, Inc. being awarded the Contract. This contract expired on May 2, 2022, however, the renewal option could not be exercised due to the fact the Coast to Coast Landscaping, Inc. was sold to Juniper Landscaping of Florida, LLC. The contract could not be assigned prior to expiration due to Juniper Landscaping of Florida, LLC not providing the required documentation to Legal.
Therefore, Juniper Landscaping of Florida, LLC offered to continue serving these areas for the same rates from 2019 by adding these areas to the new contract that was recently award to them in Contract #20200112 (Mowing & Landscape Maintenance Services for Various Locations Throughout Port St. Lucie). Section VII of the contract states that the City reserves the right to order work changes in the nature of additions, deletions or modifications without invalidating the contract.
The Public Works Department has requested that the scope of services from the Cul-De-Sacs, Guardrails, and Easements (Contract #20190038) be added to Contract #20200112. The City has an estimated 91 sites for Cul-De-Sacs, Guardrails, and Easements in need of mowing and landscape maintenance services. Each category has a specified number of rotations in which mowing, and landscape maintenance services are to be performed. The services include, but are not limited to, litter and debris removal, mowing, edging/string trimming, weed spraying/removal, pruning, and providing detailed summaries of daily activities.
Issues/Analysis: Staff has reviewed and approved this change.
Financial Information: Funds are available in the Public Works/Stormwater/Greenbelt & Waterway Maintenance/Citywide Median Mowing (#104-4127-534116-00000) and Road and Bridge/Greenbelt & Waterway Maintenance/Citywide Median Mowing (#401-4127-534116-00000). The cost per services to be added to this contract are same as provided under the current contract.
