Executive Summary (General Business): The City of Port St. Lucie City Council, which is the Community Redevelopment Agency’s governing body, may approve by a majority vote to extend the termination date of the Agency. The Agency is recommending to the City Council the Agency’s continued existence beyond September 30, 2039, (as identified in Florida Statute), and until June 11, 2055, so that redevelopment, as defined by the Redevelopment Act, can continue in accordance with the Redevelopment Areas’ redevelopment plans.

Background:
Pursuant to Part III, Chapter 163, Florida Statutes, the Community Redevelopment Act of 1969, as amended (“Redevelopment Act”), the City of Port St. Lucie (“City”) created the Port St. Lucie Community Redevelopment Agency (“Agency”) to undertake redevelopment within the corporate limits of the City. In 2001, the City established the Agency with the adoption of Ordinance 01-01 to exercise redevelopment powers in community redevelopment areas (“CRAs”) established by the City pursuant to the Redevelopment Act. In accordance with Section 163.355, Florida Statutes, the City determined that certain areas within the City identified as the Revised Original CRA Area, Riverwalk CRA Area, and Southern Grove CRA Area (collectively the “Redevelopment Areas”), were appropriate for redevelopment and made findings of necessity for such areas. The Redevelopment Areas are governed by their own redevelopment plans adopted and amended as the case may be pursuant to the Redevelopment Act.
In 2019, the Florida Legislature enacted Section 163.3755(1), Florida Statutes, which mandated the following:
A community redevelopment agency in existence on October 1, 2019, shall terminate on the expiration date provided in the agency’s charter on October 1, 2019, or on September 30, 2039, whichever is earlier, unless the governing body of the county or municipality that created the community redevelopment agency approves its continued existence by a majority vote of the members of the governing body.
Pursuant to Section 163.3755(1), Florida Statutes, the Agency is currently set to terminate or sunset on September 30, 2039. The City, which is the Agency’s governing body, may approve by a majority vote to extend the termination date of the Agency and the Agency is recommending to the City Council the Agency’s continued existence beyond September 30, 2039, and until June 11, 2055, so that redevelopment, as defined by the Redevelopment Act, can continue in accordance with the Redevelopment Areas’ redevelopment plans.

Location of Project: The Original Community Redevelopment Area is generally located along the US Highway One Corridor, from just north of Village Green Drive at the north down to Tickridge Road on the south, with Lennard Road forming the eastern boundary.
