3. Purpose: The purpose of this procurement is to replace the existing retractable/operable partition walls at the Airoso Community Center. The existing wall systems are in poor condition and have become increasingly difficult to operate and maintain. Replacement of the systems will provide safe, reliable, and functional room separation for the Community Center and allow the facility to continue accommodating programs, rentals, meetings, and other activities that require flexible use of the available space. This project has been approved and budgeted as part of the Capital Improvement Plan this fiscal year.

5. Duration: Ninety (90) days.
6. Benefits to Port St. Lucie: Replacement of the existing operable partitions will improve the safety, functionality, and reliability of the Community Center. The new systems will provide improved acoustical separation and allow staff to efficiently configure the facility for various programs and events. The recommended solution also provides a significant benefit by utilizing the existing Type 40 overhead track, rather than requiring complete replacement of the existing track infrastructure. This approach reduces the scope of work, minimizes disruption to the facility, and provides a cost-effective solution while addressing the City's need to replace the deteriorated wall panels. The proposed system will also provide new pass door panels and storage pocket doors as part of the overall installation. This project will maximize the City’s return on investment for the Community Center, allowing for space flexibility and maximization of rental revenue.

Staff Recommendation: Move that the Council waive the bidding, per City Code of Ordinances, Section 35.08 (a)(25)(a)(1) (sole source where the compatibility of equipment, accessories, or replacement parts is of paramount consideration), as there are no commercially available substitutes for these components and/or replacement parts, which can only be purchased from the manufacture or distributor, and approve Contract #20260270 for a the Community Center Retractable Walls with Precision Service & Installation, LLC.

1. Move that the Council amend the recommendation and approve Sole Source Contract #20260270.
2. Move that the Council not approve Sole Source Contract #20260270 and provide staff with direction.
Background: The operable partition walls at the Airoso Community Center have deteriorated and are in need of replacement. The condition of the existing systems has created operational and safety concerns and has affected the City's ability to reliably utilize the spaces for Community Center activities and rentals.
The City has explored available procurement options and potential replacement solutions. Previous procurement efforts included investigating cooperative and existing contract options; however, available options were limited and did not provide an appropriate solution for the City's specific requirements.
Precision Service & Installation, LLC was identified as a qualified provider capable of furnishing and installing replacement panels compatible with the City's existing Huffcor/Type 40 track system. Their proposal provides for Corflex 5000 Series operable panel partitions with a 52 STC rating, manufacturer's standard carpet finish, and installation by factory-trained craftsmen. The proposal includes one opening measuring approximately 24'-1" wide by 16'-7" high and two openings measuring approximately 59'-9" wide by 16'-7" high, including pass doors. Precision Service & Installation LLC submitted a proposal dated August 3, 2026, in the amount of $247,000. The proposal includes removal of the existing panels to the exterior of the building and installation of the new operable partition systems using the existing Type 40 track.
Issues/Analysis: Precision Service & Installation, LLC's proposal provides the City with a cost-effective solution that addresses the immediate need to replace the deteriorated operable partition panels while allowing the City to retain and utilize the existing Type 40 track system. The proposed Corflex 5000 Series system meets the City's minimum 52 STC acoustical rating requirement and includes factory-trained installation. The proposal also includes pass door panels and storage pocket doors necessary for the functionality of the existing spaces. The ability to reuse the existing track system reduces the amount of demolition and infrastructure replacement required, which is expected to reduce both project cost and installation time compared with replacing the entire system. The proposed total cost of $247,000 is also within the City's identified budget for this project. Based on the compatibility of the proposed system with the existing infrastructure, the scope of work, acoustical performance, factory-trained installation, and overall cost, the proposal represents the best value to the City for addressing the Community Center's current operable partition needs.
