Summary Brief (Agreements/Contracts only).

2.                     Parties: City of Port St. Lucie and CK Contractors and Development, LLC.

3.                     Purpose: To incorporate the City’s Driveway Culvert Replacement Pilot Program (“Program”) as an additional scope of work under the existing Contract.

4.                     New/Renewal/Modified: Modified.

5.                     Duration: The initial Contract term spans from June 18, 2024, through June 17, 2027 (three years). Amendment No. 2 does not include a request for additional time.

6.                     Benefits to Port St. Lucie: To enhance public safety and infrastructure by addressing deteriorated residential culverts that pose flooding and erosion risks. By leveraging financial assistance through loan programs and Community Development Block Grant (CDBG) funds, the City promotes equitable access to essential repairs for income-qualified residents.

7.                     Cost to Port St. Lucie (Annual and Potential): An additional $575,000.00 (estimated for Program) for a new Contract total amount of $6,086,021.00.

Staff Recommendation: Move that the Council approve Amendment #2 to Contract #20240060 for Citywide Stormwater & Rights-Of-Way Preventive Maintenance and Repair Projects with CK Contractors and Development, LLC.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve Amendment #2 to Contract #20240060.

2.                     Move that the Council not approve Amendment #2 to Contract #20240060 and provide staff with direction.

 

Background: The City has created the Program to allow residents to make improvements to culverts that impact the City’s stormwater system. There will be two parts of the Program. The first, will be grant assistance through CDBG, for income-qualifying individuals. The second, will be a loan program whereby residents will have vital improvements made now, and pay back the cost through a special assessment. To complete both parts of the Program, CK will be conducting the work.

 

Issues/Analysis: The Driveway Culvert Replacement Pilot Program is expected to improve neighborhood infrastructure and public safety by repairing or replacing approximately 56 residential culverts in its first year. It will enhance stormwater management, reduce flooding risks, and support equitable access to essential repairs through income-based financial assistance.

                     

Financial Information: Funds are appropriated in Stormwater-Drainage-Improvements Other than building (401-4126-563000 PL# 26PW063P-SWfee).
