Summary Brief (Agreements/Contracts only)

1.                     Prepared by: Florida Department of Environmental Protection (“FDEP”)

2.                     Parties: City of Port St. Lucie and FDEP 

3.                     Purpose: To obtain grant funds to support the Control Structure SWW-1 Rehabilitation and the Saints Drainage Improvement Project

4.                     New/Renewal/Modified: New

5.                     Duration: The final reimbursement request must be sent no later than sixty (60) days following the expiration date of the Agreement of December 1, 2023.

6.                     Benefits to Port St. Lucie: Enhanced water quality.

7.                     Cost to Port St. Lucie (Annual and Potential): 1) Control Structure SWW-1 Rehabilitation Project: The project's total construction cost is $561,300.69 of which $224,520.28 is funded by the City of Port St. Lucie, and approximately 60% percent, not to exceed $336,780.41, is funded through the State Water-quality Assistance Grant. 2) Saints Drainage Improvement Project: The project's total construction cost is $2,165,000 of which $866,000 by the City of Port St. Lucie and approximately 69% percent, not to exceed $ 1,299,000 is funded through the State Water Quality Assistance Grant. Annual operating costs and match requirements will be provided in the Public Works Department and Parks and Recreation Department budgets.  

 

Presentation Information: N/A

 

Staff Recommendation: Move that the Council approve the Resolution authorizing the City Manager or his designee to enter into and execute Grant Agreements NS082 and NS084 and return it to the Public Works Departments for final processing with FDEP.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the Resolutions.

2.                     Move that the Council not approve the Resolutions and provide staff direction.

 

Background: The City of Port St. Lucie was awarded State Water Quality Assistance Grants from the Florida Department of Environmental Protection totaling $1,635,780 for the following projects:

 

1)                     Control Structure SWW-1 Rehabilitation: This project will modify the SWW-1 control structure to treat runoff from 504.5-acres of tributary drainage basins. The SWW-1 structure controls flow between the Tiffany Basin (control elevation 10.5 NAVD) and the Backwell Basin (of the City of Port St. Lucie Eastport SWM System. The project will slow, spread, soak, and filter water before it discharges into Warner Creek and the North Fork of the St. Lucie.

2)                     Saints Drainage Improvement Project: This project will create 2.7 acres of lake area through construction of one new lake and expansion of two (2) existing stormwater retention lakes. The conveyance improvements will include two new control structures and associated drainage to direct stormwater runoff to and from the retention system, along with littoral zone plantings added to the retention ponds. By expanding existing retention lakes to holding 7 acre-feet of water on-site, the project will reduce runoff during storm events while also providing wildlife habitat and community resilience benefits. Littoral zones will also be added to the retention ponds to provide additional nutrient uptake to the system.

 

Issues/Analysis: A project scope and schedule is detailed in the attached agreements.

                     

Financial Information: The match and operating costs are accounted for in the Public Works and Parks and Recreation department budgets.

 

Special Consideration: There are several critical milestones in the agreement that have been reviewed and agreed upon by the departments.

 

Location of Project: Locations are identified in the grant agreements.
