3.                     Purpose: preserve the City’s ability to secure mitigation for impacts to city infrastructure resulting from the development of Neill Farms Estates.

5.                     Duration: Through the issuance of final residential unit certificate of occupancy for Neill Farms Estates.

6.                     Benefits to Port St. Lucie: provides coordination regarding development of Neill Farms Estates and secures construction of certain roadway links prior to commencement of residential development within Neill Farms Estates.

Background: Neill Farms Estates is a proposed development under review by St. Lucie County presently.  It is located to the west of Range Line Road and is a mixed-use development comprised predominantly of residential units.  At this time, the Future Land Use Amendment (“FLUMA”) is under review and the project as presented is reliant on proposed roads within the jurisdictional limits of the City for the connectivity and capacity to serve future residents. The current project does not provide any assurances to the City that impacts to the roadway network resulting from this project will be mitigated by the developer.  For this reason, the City has worked with the developer to negotiate an agreement that provides that S.W. Discovery Way, Becker Road and Crosstown Parkway will be constructed and open to the public, at a minimum as two (2) lane roadways, prior to the Neill Farms developer applying for building permits. Additionally, the Developer Agreement provides more certainty relating to mitigation of impacts to the City’s roadway network at the future development phases of the Neill Farms Estates project (Rezoning, Site Plan, etc).  A copy of the agreement is attached.

Special Consideration: The adoption hearing for the FLUMA is scheduled for the November 12, 2024 Board of County Commissioner’s meeting.
