3. Purpose: The Utility Systems Department (USD) is seeking to engage a qualified vendor to provide hauling and proper disposal of Mercury Float Switches that have been utilized in the City’s wastewater collection systems. This engagement is critical to maintaining environmental compliance and ensuring the safe operation of the City’s wastewater infrastructure.

5. Duration: The contract term is three (3) years, with two (2) additional two-year renewal options available.
6. Benefits to Port St. Lucie: This project will establish a formal contract with a certified and qualified vendor to provide the safe transportation and environmentally compliant disposal of Mercury Float Switches that were utilized in the City’s wastewater collection system.
7. Cost to Port St. Lucie (Annual and Potential): Total Contract Value (3 Years): $403,722.00.
• Year 1 Total: $352,506.00.
o Initial bulk pickup - $333,300.00.
o 3 quarterly pickups - $19,206.00.
• Year 2: 4 quarterly pickups - $25,608.00.
• Year 3: 4 quarterly pickups - $25,608.00.
Future expenditure will be appropriated in each fiscal year budget.

Staff Recommendation: Move that the Council award Contract #20250181 to Veolia ES Technical Solutions, LLC. for Mercury Float Disposal.

2. Move that the Council reject all bids and provide staff with direction to rebid or cancel the bid.
Background: The Utility Systems Department utilizes Mercury Float Switches within the City’s sewer collection system to regulate pump operations that transport sewage from residential properties to wastewater treatment facilities. Over time, these switches reach the end of their operational life and must be removed from service. Due to the hazardous nature of mercury, the transportation and disposal of these devices must be handled by a specialized and certified vendor in compliance with federal and state environmental regulations.
Issues/Analysis: Staff has reviewed the proposals and recommends entering into a contract with Veolia ES Technical Solutions, LLC.
Financial Information: Funds are appropriated in Utility Operation Fund -Sewer Distribution PM- Contractual Services 431-3516-534000.
