3. Purpose: This Contract will provide the necessary preventive maintenance of all Bridges and Water Control Structures throughout the City of Port St. Lucie.
4. New/Renewal/Modified: New.
5. Duration: The Initial term of the Contract is for three (3) years. Additionally, the City shall have two (2), one (1)-year options to renew.
6. Benefits to Port St. Lucie: Preventative maintenance of stormwater facilities and bridges improves public safety, reduces flooding risks, and extends the life of critical infrastructure. By identifying issues early, the City avoids costly emergency repairs and maintains regulatory compliance. This proactive approach protects residents and property, ensures reliable transportation, reduces liability, and supports consistent, high-quality service across the community.
7. Cost to Port St. Lucie (Annual and Potential): Estimated expenditures of $50,000 annually. Future expenditures will be appropriated in each fiscal year’s budget.

Background: The City of Port St. Lucie Public Works Department is responsible for maintaining all public roadway and stormwater infrastructure within the city. This includes ensuring that these systems operate safely, efficiently, and in a visually acceptable condition. Under this service contract, the selected vendor will provide vegetation management services that help control plant growth and maintain the overall appearance of designated stormwater facilities and bridge structures. The scope of work covers more than 159 stormwater facilities and 25 bridges located throughout the city, supporting the department’s mission to keep public spaces well-maintained, accessible, and functioning properly.
An E-Bid was issued on June 16, 2026 to 489 potential suppliers, there were 26 plan holders with 1 proposal submitted on July 16, 2026.
Issues/Analysis: Staff has reviewed the proposal and recommends entering into a unit price Contract with Classic Cuts & Fish Pond Designs, Inc.
