Executive Summary (General Business): The Port St. Lucie Governmental Finance Corporation (GFC), the City of Port St. Lucie, and the St. Lucie County Fire District have applied to rezone approximately 217 acres of land that is currently located within the Tradition Commerce Park North MPUD.  The request is to rezone the land to a separate MPUD to be known as Destination at Tradition MPUD.  This application provides for a MPUD regulation book and concept that will provide for approximately 600,000 square feet of industrial use; approximately 60,000 square feet of office use; approximately 500,000 square feet of commercial use; approximately 200,000 square feet of Research and Development use; 400 residential units and 300 hotel rooms.  The majority of the developable acreage within the MPUD is owned by the GDC.  The City is the owner of certain utility parcels and road right-of-way and the St. Lucie County Fire District is the owner of a 2.5 acre parcel that has a site plan approved for a fire station (P23-117).

Staff Recommendation: Move that the Council approve the MPUD rezoning and concept plan as recommended by the Planning and Zoning Board. 

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the MPUD rezoning and concept plan. 

2.                     Move that the Council not approve and provide staff direction. 

 

Background: The Planning and Zoning Board recommended approval of the proposed MPUD rezoning and concept plan at the September 5, 2024, Planning and Zoning Board meeting. 

 

Issues/Analysis: This application and the associated amendment to the Tradition Commerce Park North MPUD (P24-100) are associated with a recently adopted large scale comprehensive plan text amendment (P24-065) and an adopted amendment to the Southern Grove DRI (P24-086).  These applications amended the land use sub-districts for the area of Southern Grove overseen by the Port St. Lucie Governmental Finance Corporation.  It changed the land use sub-subdistrict for approximately 226 acres of vacant land within the Tradition Commerce Park North MPUD from the Employment Center and Neighborhood/Village Commercial sub-districts to the Regional Business Center sub-district.  As a result of the change in the land use sub-district, the GFC is removing the 226 acres of land from the Tradition Commerce Park North MPUD to create the Destination at Tradition MPUD under the Regional Business Center sub-district.  The proposed Destination at Tradition MPUD will be approximately 217 acres.  Approximately nine (9) acres of land that is currently within the Tradition Commerce Park MPUD and located at the southern border of the MPUD boundary lines will be added to the Legacy Park North MPUD to provide for the expansion of the Costco Distribution Center at a future date (P24-137).
