2.                     Parties: City of Port St. Lucie and Parkson Corporation, a foreign profit corporation.

3.                     Purpose: The Utility Systems Department (“USD”) is replacing the Automatic Bar Screen and Roto Press at the Glades Wastewater Treatment Facility (“WWTF”) headworks.

4.                     New/Renewal/Modified: New

5.                     Duration: 154 calendar days

6.                     Benefits to Port St. Lucie: Replacing the Automatic Bar Screen ensures compliance with the Florida Department of Environmental Protection (“FDEP”) Operating Permit for the Glades WWTF.

7.                     Cost to Port St. Lucie (Annual and Potential): The USD anticipates a one-time expenditure of $260,000.

Staff Recommendation: Move that the City Council approve this Sole Source acquisition, per City Code of Ordinances, Section 35.08(22), for an Automatic Bar Screen for $200,000 and Roto Press for $60,000 from Parkson Corporation.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve this Sole Source acquisition, per City Code of Ordinances, Section 35.08(22), for an Automatic Bar Screen for $200,000 and Roto Press for $60,000 from Parkson Corporation.

2.                     Move that the Council not approve this Sole Source acquisition, per City Code of Ordinances, Section 35.08(22), for an Automatic Bar Screen for $200,000 and Roto Press for $60,000 from Parkson Corporation and provide staff with direction. 

 

Background: The Automatic Bar Screen and Roto Press for the headworks at the Glades WWTF must be replaced as the existing system has failed. A manual system is currently being utilized. The USD received a quote to re-build the existing Bar Screen and Roto Press, however, the quote to re-build was $184,000. Therefore, the USD opted to replace the Bar Screen and Roto Press by purchasing a new one.

 

Issues/Analysis: Parkson is the sole provider of Aqua Guard element screen and Rotopress screening compactor in the state of Florida.  MTS Environmental is the contracted manufacturer’s representative.

Special Consideration: The mechanical bar screen is a filter that removes objects from entering the wastewater treatment facility. Without this equipment, there is an increased chance of damage or clogs to the downstream equipment which may result in an overflow or spill. Additionally, because of the extensive lead time and importance of the purchase to the City’s functioning, the USD has issued a Notice to Proceed to Parkson Corporation, and will follow-up with a purchase order once approved by Council.
