3. Purpose: To demolish portions of the Southport WWTP that are no longer being used.
4. New/Renewal/Modified: New.
5. Duration: 90 calendar days.
6. Benefits to Port St. Lucie: Ensuring a safe environment at the site location with the removal of the deteriorating structures.
7. Cost to Port St. Lucie (Annual and Potential): One-time expenditure in the amount of $297,000.

Staff Recommendation: Move that the Council award Contract #20210020R for the Southport Wastewater Treatment Plant Demolition Project to Lawrence Lee Construction Services, Inc. for the unit prices listed on Schedule A.
Alternate Recommendations:
1. Move that the Council amend the recommendation and award Contract 20210020R.
2. Move that the Council not approve Contract #20210020R and provide staff with direction.
Background: A portion of the Southport Wastewater Treatment Facility package plant was decommissioned in 1985. The legacy infrastructure includes the package plant, holding tanks, pump structures, water piping, electrical systems, etc. The structures and processing provided by the package plant are obsolete and are no longer of any value to the Utility Systems Division and/or the City of Port St. Lucie. In fact, they have recently become a possible liability due to structural failures and safety concerns.
These structures have remained on site and have been inspected for safety on a regular basis. Recently, issues have arisen such as cracking concrete stairwells, failing roof structures, etc. which have compromised their integrity. Due to these conditions, safety inspections are no longer possible. The lack of regular inspections and structural failures may adversely affect personnel working on site as well as members of the public who may trespass onto the property. It is imperative that these structures be demolished/removed to ensure a safe environment at this location.
An E-Bid was issued on April 30, 2021 to 1,270 potential suppliers. There were 25 plan holders with 3 proposals being received on June 2, 2021. One (1) proposal was deemed non-responsive.
Issues/Analysis: Staff has reviewed the proposals and finds that Lawrence Lee Construction Services, Inc. provides the best value to the City. Lawrence Lee Construction Services, Inc. is a local contractor.
Financial Information: Funds are appropriated in the FY 2020-2021 budget for the Renewal/Replacement Fund / Westport Wastewater Plant / Improvements O/T Buildings (#438-3512-563000-00000).
