Staff Recommendation: Move that the Council approve Amendment #7 to Contract #20220014 for the purchase of video surveillance equipment - Body Cameras for the Police Department.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve Amendment #7 to Contract #20240014.
2. Move that the Council not approve Amendment #7 to Contract #20240014 and provide staff with direction.
Background: This is a bundle added to the existing bodycam contract to include FUSES (real time crime center software), Draft One (AI writing program), and VR (virtual reality for training).
Issues/Analysis: The body-worn cameras (BWC) for law enforcement are a strategic initiative aimed at enhancing transparency, accountability, and public trust within the community. Studies show that BWCs can reduce instances of both excessive force and complaints against officers by promoting procedural adherence and de-escalation. Furthermore, recorded footage provides objective evidence during investigations, which can lead to fairer outcomes for both law enforcement and citizens. The investment in this technology not only aligns with best practices in modern policing but also responds to community calls for improved oversight and integrity in law enforcement operations.
Financial Information: In Police Department’s CIP budget account 301-2105-564400 project string 24PD003P for FY 25/26.
Special Consideration: The Sourcewell contract was previously approved by the Council on December 6, 2021, and received legal approval on November 30, 2021.
