Summary Brief (Agreements/Contracts only)

2. Parties: City of Port St. Lucie and Felix Civil Construction, LLC.
3. Purpose: To provide construction services to complete the Floresta Drive corridor.
4. New/Renewal/Modified: New.
5. Duration: 1,095 calendar days from the Notice to Proceed.
6. Benefits to Port St. Lucie: The project will complete the construction of Floresta Drive from Crosstown Parkway to Prima Vista Boulevard as a complete street providing bike lanes, sidewalks, traffic calming, streetlights and landscaping.
7. Cost to Port St. Lucie (Annual and Potential): One-time expense of $50,894,335.18.

Staff Recommendation: Move that the Council award Contract #20240082 and enter into a unit price contract with Felix Civil Construction, LLC for the Floresta Drive Improvement Project Phase 3.
Alternate Recommendations:
1. Move that the Council amend and approve the recommended bid.
2. Move that the Council reject all bids and provide staff with direction to rebid or cancel the bid.
Background: Improvements to the Floresta Drive corridor were a priority for the City Council and at the 2017 Summer Retreat. Council directed staff to model the corridor, from a traffic standpoint, for both a 2-lane and 4-lane roadway section. The new modeling was performed, and it included the new Crosstown Parkway Extension Project connection to U.S. Highway 1 at Village Green Drive. This was based on projected traffic volumes for the year 2037. The results were presented to City Council on October 3, 2017. The City Council unanimously passed the motion for approval of the 2-lane conceptual improvement roadway plan for Floresta Drive.
Public Information workshops were conducted in January and March 2018 which were well attended. The Master Plan for all three (3) phases were revised pursuant to public comment and input received. The final decision for the Floresta Drive Corridor Master Plan layout and amenities were approved by City Council on May 14, 2018.
The bid for Phase 1 was advertised on May 11, 2020. Four (4) responsive bids were received and opened on July 14, 2020, with Felix & Associates of Florida, Inc. (now known as Felix Civil Construction, LLC) being selected and construction was completed in late 2022.
The bid for Phase 2 was advertised on April 1, 2022. Two (2) responsive bids were received and opened on June 24, 2022, with Felix & Associates of Florida, Inc. (now known as Felix Civil Construction, LLC) being selected. Phase 2 is currently ongoing with an estimated completion date of early 2025.
The bid for Phase 3 was advertised on September 16, 2024, to 2,036 potential suppliers. There were 67 plan holders with one (1) responsive bid being received from Felix Civil Construction, LLC on October 31, 2024. The construction is expected to begin in the spring of 2025.
Issues/Analysis: Staff has reviewed the proposal and finds that Felix Civil Construction, LLC (formerly known as Felix & Associates of Florida, Inc.) proposal is fair and reasonable. Felix & Associates of Florida, Inc. has performed numerous successful projects for the City over the past several decades.
Financial Information: Funds are appropriated in various accounts. 1) Half Cent Sales Tax / Roadways / Professional Services (#310-4105-568813-00000), 2) Storm Water / Drainage / Infrastructure / Water Quality (#401-4126-568812-Y1514), 3) Utility CIP / Water PM / Improvements O/T Building (#448-3316-563000-00000).
