Executive Summary (General Business): The applicant, StoryBook Development Services, LLC., acting as agent for Rossell, LLC, property owner, is requesting a Special Exception Use approval to allow a 10,400 SF with retail and personal service uses exceeding 50% of the building’s gross floor area and to allow one use that exceeds 5,000 square feet on a parcel zoned Limited Mixed Use (LMD) Zoning District per Sections 155.158(D)(4 & 5) of the Zoning Code.

 

Presentation Information: Staff will provide a presentation.

 

Staff Recommendation: Move that the Council approve the resolution as recommended by the Planning and Zoning Board.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the resolution.

2.                     Move that the Council not approve and provide staff direction.

 

Background: The Planning and Zoning Board recommended approval of the Special Exception Use at the June 2, 2026 meeting.

 

Issues/Analysis: Approval of a special exception application shall only be granted by the City Council if it meets the criteria established under Section 158.260 (A) through (L) of the Zoning Code. See Staff Report.
