Summary Brief (Agreements/Contracts only)

2. Parties: City of Port St. Lucie and the School Board of St. Lucie County
3. Purpose: For the City to acquire additional undeveloped lands that were designated as surplus property by the St. Lucie County School Board, for the benefit of increasing conservation lands and green space, as well as additional opportunities for parks in the city.
4. New/Renewal/Modified: New.
5. Duration: The Purchase and Sale Agreement provides for a 90-day Inspection Period, with the Closing to occur 30 days after the expiration of the Inspection Period.
6. Benefits to Port St. Lucie: The City’s acquisition of the land enables possible expansion of recreational amenities and related services available to residents, as well as secures additional conservation land and green space for generations to come.
7. Cost to Port St. Lucie (Annual and Potential): Pursuant to Section 4 of the Purchase and Sale Agreement, the parties agree that the School Board Property will be conveyed to the City for the sum of $11,675,000, paid to the School Board by the City of Port St. Lucie in equal installments over a period of three (3) years, as further outlined in the Post Closing Agreement for Further Monetary Obligations.

Staff Recommendation: Move that the Council approve the Resolution authorizing the acquisition of the School Board Property in accordance with the Purchase and Sale Agreement between the City of Port St. Lucie and the School Board of St. Lucie County.
Alternate Recommendations:
1. Move that the Council amend the recommendation and provide staff direction.
2. Move that the Council not approve the recommendation.
Background: The School Board of St. Lucie County, Florida (“School Board”) is the owner of approximately 111.59 acres of property (“School Board Property”) between five parcels identified by the following Parcel ID Numbers: 3420-690-0686-000-2, 3420-690-0687-000-9, 4416-320-0001-000-9 (collectively the SE Southbend Sites) and 3414-501-3205-250-3 (the SE Walton Road Site); and 3414-501-3212-250-5 (the SE Tiffany Ave site).
The School Board approved the Educational Plant Five Year Survey Report finding and determining that the School Board Property is no longer needed for educational purposes. As such, the School Board declared this property as surplus at their September 9, 2025, meeting, and authorized the conveyance of the School Board Property to the City of Port St. Lucie, pursuant to the terms and conditions of a Purchase and Sale Agreement. The City’s acquisition of the School Board Property for expansion of its inventory of conservation lands and green space, or to increase access to public park spaces as guided by its 20-Year Parks & Recreation Master Plan, constituting a public purpose

Financial Information: The Purchase Price is $11,675,000.00, which will be paid with a third due at Closing, and two additional one-third payments due over the two years following Closing. This will be accomplished through a Post Closing Agreement for Further Monetary Obligations.

Location: The SE Walton Road parcel is located east of SE Belcrest Street and west of 2550 SE Walton Road. The SE Tiffany Ave parcel is located approximately 200 feet west of SE Grand Drive and north of SE Flintlock Rd. The SE Southbend parcels are located in the Southbend neighborhood, fronting SE Luck Lane and SE Quay Street, adjacent to the east right of way of the Florida Turnpike.
