1. Prepared by: India Barr, Procurement Management Division (PMD).
2. Parties: City of Port St. Lucie and Sullivan Electric & Pump, Inc.
3. Purpose: To provide preventative pump maintenance and repairs for all City facilities or rights-of-way that have irrigation submersible well pumps, irrigation centrifugal pump stations, variable frequency drives (VFD’s), and lake fountain maintenance and installation of new systems.
4. New/Renewal/Modified: New.
5. Duration: The initial term of the Contract(s) is for five (5) years with three (3), twelve (12) month renewal options.
6. Benefits to Port St. Lucie: Preventative Pump Maintenance contract is designed to improve efficiencies throughout all City Facilities, reduce mechanical breakdowns and allow all irrigation systems to operate with minimal disruption while keeping the City’s investment in landscaping healthy and vibrant.
7. Cost to Port St. Lucie (Annual and Potential): Estimated annual expenditures are $89,285.00; proposed new contract value is $714,280.00 and provides for renewals and additional services as needed.

Staff Recommendation: Move that the Council award Contract #20240120 for Preventive Pump and Maintenance Services with Sullivan Electric & Pump, Inc.

Background: Current contract 20180207 expires on September 30, 2024, at $38,000 annually. Proposed new contract 20240120 at $714,280 provides an increase in services that includes Public Works sites, Saints Golf Course, City Hall, Community Center, MidFlorida Event Center, The Port, and all parks facility sites and provides an estimated cost for repairs as needed over the life of the Contract.
Issues/Analysis: Staff has reviewed the proposal and recommends entering onto a unit price contract with Sullivan Electric & Pump, Inc.
