Summary Brief (Agreements/Contracts only)

1.                     Prepared by: India Barr, (PMD).

2.                     Parties: City of Port St. Lucie and Papico Construction, Inc.

3.                     Purpose: To improve, repair, construct, and maintain existing sports courts and increase amenities offered to the public.

4.                     New/Renewal/Modified: Renewal.

5.                     Duration: The initial term was from 03/02/2023 through 10/17/2025 with the option to renew for one additional year.  The School District of Palm Beach County renewed the Contract for two additional years ending 10/17/2027. Staff is also requesting Council approve any further extensions/renewals by the lead agency even if beyond the stated term and/or renewal.

6.                     Benefits to Port St. Lucie: Enable the City of Port St. Lucie Parks & Recreation Department (PSLPRD) to continue to improve, repair, construct, and maintain over 40 existing sports courts.

7.                     Cost to Port St. Lucie (Annual and Potential): Estimated annual cost is for FY 25/26 is $300,000.00.  Future expenditures will be in the approved budget each fiscal year.

Staff Recommendation: Move that the Council approve Amendment #1 to Contract #20230034 for Acrylic Coating for Sports Surfaces with Papico Construction, Inc.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and Approve Amendment #1 to Contract #20230034.

2.                     Move that the Council not approve Amendment #1 to Contract #20230034 and provide staff with direction.

 

Background: This request is to approve Amendment# 1 and expenditures for a two-year renewal. The contract originally only had a one-year renewal, however, when the lead agency’s renewal documents were received, the School District of Palm Beach County, agreed to a two-year renewal with the vendor. Since expenditures were only approved by Council for one additional year, this request is made to receive Council approve for expenditures under the second renewal year.

 

Issues/Analysis: Staff has reviewed the renewal options and finds that renewing for two years is the best option, saving time and resources over having to renew annually.

                     

Financial Information: Funds are appropriated from various funding sources through Capital Improvements and Operational Repairs and Maintenance within PSLPRD.

 

Special Consideration: Council originally approved this Contract on February 27, 2023, for a three-year term with the option to renew for one additional year, agenda item 7.e.
