3. Purpose: To establish a cooperative framework for the pre-authorization MVC deployment and operation on certain City-owned, City-operated, or City-managed property and in connection with certain events, for the purpose of tourism promotion, visitor services, and related outreach activities.

5. Duration: The term of this Interlocal Agreement shall run in effect for an initial term of ten (10) years.

Background: Since the start of 2026, the Mobile Vehicle Center (MVC), called “Miss Lucie,” has been deployed by St Lucie County to various events that attract visitors. This program, conducted through Visit St. Lucie and St Lucie County’s Tourism and Venues operation, sets to promote tourism, visitor engagement, and economic activity within St Lucie County by providing information and outreach services. Each deployment has monitored performance for future deployment decisions and for the creation of a strategic activation schedule. The County desires to deploy the MVC to locations owned, operated, and managed by the City in connection to recurring or special events. Similarly, the City wishes to request deployment and operation of the MVC at designated City events to foster an engaged and connected community, enhance event attendee experience, and inform residents of local tourism opportunities within the City and County. Therefore, both parties look to enter an agreement to establish a cooperative framework for the efficient use of the MVC for the promotion of tourism, visitor services, and outreach activities for the interest of residents, businesses, and visitors alike.
