Summary Brief (Agreements/Contracts only)

1.                     Prepared by: Robyn Holder, CPPB, Procurement Manager.

2.                     Parties: City of Port St. Lucie and Johnson-Laux Construction, LLC, Shiff Construction & Development, Inc., LEE Construction Group, Inc., Astra Construction Services, LLC, McKenzie Contracting, LLC and Advanced Roofing, Inc.

3.                     Purpose: To provide indefinite quantity construction services as needed.

4.                     New/Renewal/Modified: New.

5.                     Duration: The initial term began on January 4, 2019 and is a 1-year term with a bilateral option provision for 2 additional terms. The total term of the agreement cannot exceed 3 years with an end date of January 3, 2022.

6.                     Benefits to Port St. Lucie: Ability to utilize various contracts for a wide range of construction services that have been competitively bid in the State of Florida that will offer the best value to the City.

7.                     Cost to Port St. Lucie (Annual and Potential): The Facilities Maintenance Department has identified 20 projects that are estimated at $1,613,000. Future expenditures for projects will be as appropriated in each year’s budget.

Staff Recommendation: Move that the Council waive the bidding, per Chapter 35.04(c), good cause shown, and approve participating in the Sourcewell Coop Contract #FL-ECA-121918 for indefinite quantity construction with the following firms; Johnson-Laux Construction, LLC, Shiff Construction & Development, Inc., LEE Construction Group, Inc., Astra Construction Services, LLC, McKenzie Contracting, LLC and Advanced Roofing, Inc.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve participating in the Sourcewell Coop Contract #FL-ECA-121918.

2.                     Move that the Council not approve and provide staff with direction.

 

Background: The Facilities Maintenance Department has been working with the Police Department on two critical projects, one of which is a health and safety issue that needs to be addressed as soon as possible. The other city projects identified range from; moving a wall, various office renovations, City Hall gutter replacement and Civic Center Interactive Fountain underground controls relocation.

 

In addition to the various projects that have been identified, all departments will have ability to utilize these contracts for any general construction services. 

 

Issues/Analysis: Staff has reviewed the Sourcewell Coop Contract and finds that it meets the needs of the City and meets the requirements of the City’s procurement ordinance.

                     

Financial Information: Funds for the two critical Police Department projects are appropriated in the General Fund for PD / Criminal Investigations / Improvements O/T Building (#001-2115-563000-00000). Future projects will be appropriated in each of the respective budgets.

 

Special Consideration: Sourcewell is a service cooperative created to provide programs and services to members in the government, education, and non-profit sectors. Its statutory purpose is to assist members in meeting specific needs which are more efficiently delivered cooperatively than by an individual entity. Sourcewell is a self-supporting government agency with oversight from a board of publicly elected officials.
