Summary Brief (Agreements/Contracts only)
1. Prepared by: Jason Bezak, CPPB, PMD.
2. Parties: City of Port St. Lucie and CPZ Architects, Inc.
3. Purpose: The Consultant shall provide the City with the development of preliminary plans and a Design Criteria Package which will facilitate the City in soliciting for a Design Build firm to design and build a new Public Works Site and Building.
4. New/Renewal/Modified: New.
5. Duration: The Contract Period is for 290 calendar days.
6. Benefits to Port St. Lucie: The most significant benefit to the City is having hurricane rated facilities for emergency response teams housed at the Public Works Site which includes our mechanic shop, fuel island, supply warehouse, traffic lights and cameras and also our stormwater monitoring and operation equipment. The Consultant will also provide greater synergy for the site by allocating appropriate parking areas, material yards and organizing traffic flow to increase work efficiencies.
7. Cost to Port St. Lucie (Annual and Potential): The total amount to be paid by the City to the Consultant is on a time and materials basis per the fee schedule in the amount of $492,772.14.

Staff Recommendation: Move that the Council award Contract # 20210018 for Consulting Services for a New Public Works Building.
Alternate Recommendations:
1. Move that the Council reject Contract # 20210018 and provide staff with direction.
Background: The City’s Public Works Department is currently working out of four (4) separate locations, three (3) of which are not hardened facilities. Additionally, one (1) of the facilities has experienced issues with water leaks and subsequent mold damage. It is in the best interest of the City and its residents to provide a safe, comfortable, hardened structure or structures at one location to house the City’s Public Works Staff. It should be noted that all Public Works Staff are classified as essential and are required to assist in preparation, mitigation, and recovery from any planned and unplanned situation that affects the City.
Issues/Analysis: On April 12, 2021 City Council approved LegiStar Item # 2021-271 (Approve Shortlisted Firms and Begin Negotiations for the Request for Proposals (eRFP) # 20210018 for Consulting Services for a New Public Works Building). Staff held negotiation meetings with CPZ
Architects, Inc. and staff determined that the fees are fair and reasonable.
Financial Information: The funds are appropriated in 304-4105 (Public Works Road & Bridge fund).
