Executive Summary (General Business): The purpose of this item is twofold.  The Public Hearing allows affected property owners property owners the opportunity to provide comment and/or objections to the 2024 Streetlight Assessment Roll and the annual rate for streetlight fees. The resolution serves to approve the annual rate for streetlight fees and adopt the 2024 Streetlight Assessment Roll.

Staff Recommendation: Move that the Council approve the resolution.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and adopt the resolution.

2.                     Move that the Council not approve the resolution and provide staff direction.

 

Background: On August 12, 2024 the City Council passed Resolution 24-R45 authorizing a public hearing and directing the preparation of an assessment roll for the fiscal year beginning on October 1, 2024 for streetlighting. There are no new boundaries on the 2024 residential streetlighting roll.

 

Issues/Analysis: The Notice of Public Hearing has been published and notices mailed to the affected property owners as required by law. The updated assessment roll has been made available for inspection by the public, as required by the Ordinance.

                     

Financial Information: The estimated streetlighting billing for fiscal year 2024/2025 is $491,981.62. The rate of assessment is $26.00 (no increase or decrease from last year) for each platted residential lot for fiscal year 2024/2025.

 

Special Consideration: Approval of this Resolution is necessary to include the annual streetlight billing on the 2024 Real Estate Tax Roll.
