Executive Summary (General Business): The purpose of this item is to present the final 2045 Mobility Plan which has been revised to incorporate feedback and direction from City Council and staff, and for the Council to adopt the Final 2045 Mobility Plan. This revised Ordinance provides for the adoption of the 2045 Mobility Plan and some revisions that are simply “clean-up” items. This Ordinance does not change the mobility fee and there are no amendments proposed for anything related to credits or the conversion of credits. The 2045 Mobility Plan supports the CIP and mobility planning to support the City’s goals around mobility, sustainability, and high-quality infrastructure. 

 

Presentation Information: The consultant will provide a brief presentation.

 

Staff Recommendation: Move that the Council Approve Ordinance 23-42 providing for the adoption of the 2045 Mobility Plan.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and adopt the 2045 Mobility Plan.

2.                     Move that the Council provide direction and table the item.

 

Background: In 2021, the City of Port St. Lucie adopted the Phase One (1) Mobility Plan & Mobility Fee. The Phase One (1) Mobility Plan identified the need for mobility and capacity improvements to be implemented by 2045 within and adjacent to the City. The Phase One (1) Mobility Plan served as the basis to adopt a Mobility Fee and ensures fees paid by new development in the City are expended in a timely manner on mobility improvements identified in the Mobility plan. The Phase One (1) Mobility Plan & Mobility Fee were adopted on October 5th, 2022. The Mobility Fee became effective January 5th, 2022. The Phase One (1) Mobility Plan identified fifteen (15) corridors east of Interstate 95 that have a projected need to add road capacity through the widening of existing roadways. On April 18th, 2022, Council met to discuss these fifteen (15) corridors and provide direction to Staff on whether corridors should remain two-lane roads, be widened to two-lane divided roads, or be widened to 4-6 lane roads. Direction was given by the Council on the corridors, but it was agreed to meet again later to further discuss improvements to Torino Parkway and St. Lucie West Boulevard. In the Summer of 2022, the project team also held two duly notified (2) public meetings and one (1) stakeholder meeting to solicit feedback on the Mobility Plan. The Phase Two (2) Mobility Plan was updated based on the Council’s direction and input from City staff, the public, and stakeholders. As a result, the number of roads projected to be widened to four (4) lanes was reduced and the number of Complete Streets to be improved was increased.     On September 26th 2022, Council met to hold the 2nd Reading of an amendment to the prior Mobility Fee Ordinance 21-75. Council moved to adopt the amendment to the ordinance, which included an updated Mobility Fee Schedule. 

 

Since the adoption of the updated Mobility Fee, the Phase Two Mobility Plan has been further refined in the final months of 2022 based on additional community feedback and review by the Public Works and Planning and Zoning Department Staff and the City Council.     The Phase Two Mobility Plan also includes future Complete Streets to be constructed by development west of Interstate 95 and the potential widening of portions of Village Parkway and Community Boulevard based on trip triggers. The Plan recognizes that future Complete Streets should be two (2) lane roads with multimodal facilities and widened to four (4) lanes only if warranted by new development. Although the St. Lucie Transportation Planning Organization’s Long Rang Transportation Plan has planned all roads west of Interstate 95 in Port St. Lucie as 4-lane roads, it is not likely that development triggers will be met for many of these roads. In this area, developers have responded to recent market trends by shifting towards development of more industrial and active adult land uses. These land uses typically generate lower trip levels as compared to commercial or single-family residential land uses. 

 

Issues/Analysis: The final 2045 Mobility Plan which has been updated to incorporate direction provided by the Council at the October 2022 special meeting is before you for adoption at this time.  The Public Works Department has participated in the development and review of this plan and is in support of it. 

 

The Council will have a presentation at the Summer Workshop at which time you will be further prioritizing projects identified herein.
