Staff Recommendation: Move that the Council approve the Resolution authorizing the acquisition of a Lot 1, Block 1662, Port St. Lucie Section Five.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the Resolution.
2. Move that the Council not approve the Resolution and provide staff direction.
Background: As the City’s population continues to grow and traffic increases, staff continue to monitor the development of the in-fill General Development lots throughout the City to ensure that the development of these lots do not create unnecessary hazards to the existing roadway infrastructure. The vacant single family residential lot at 792 SW Port St. Lucie Blvd is located immediately following the Port St. Lucie Blvd C-24 Canal Bridge. If a residential driveway were constructed for this lot, it could potentially create an unfavorable and possibly hazardous traffic conditions for the general public. For this reason, staff, with the authorization of the City Manager, negotiated with the property owner for the City to acquire the subject property.
Issues/Analysis: Line of sight at the departure of the bridge is limited; therefore, residential driveway access at this location could potentially create an unfavorable condition for the general public. Public Works intends for this lot to remain vacant or be utilized for stormwater purposes.
Financial Information: The acquisition will cost the City $145,000 plus closing costs and appraisal.
