2. Parties: City of Port St. Lucie and Inspire Placemaking Collective, Inc. (“Consultant”).
3. Purpose: To expand the scope of Comprehensive Planning and 2026 EAR services to include additional coordination, workshops, and required updates through the State review process.
4. New/Renewal/Modified: Modified.
5. Duration: The initial term began on August 18, 2024, through August 18, 2026. The 1-year renewal option has been exercised, and the Contract is currently set to expire on August 18, 2027. Amendment #2 does not change the current expiration date.
6. Benefits to Port St. Lucie: Completes the mandatory Evaluation and Appraisal Report (EAR) submittal and Comprehensive Plan update.
7. Cost to Port St. Lucie (Annual and Potential): Amendment #2 has a cost of $54,125.00 with optional services not to exceed an additional $14,750.00, for a total possible addition of $68,875.00 and new total Contract amount of $268,690.00.

Staff Recommendation: Move that the Council approve Amendment #2 to Contract #20240053 for Consulting Services for the preparation of the 2026 EAR with Inspire Placemaking Collective, Inc.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve Amendment #2 to Contract #20240053.
2. Move that the Council not approve Amendment #2 to Contract #20240053 and provide staff with direction.
Background: The original Contract was awarded to support the preparation of the City’s 20-year Comprehensive Plan and the 2026 Evaluation and Appraisal Report (EAR), which is required by State law. The original scope budgeted for one Council workshop; however, two are now anticipated. The Consultant will capture all additional input from City Council in a summary memorandum and present draft elements to the Planning and Zoning Board prior to the required transmittal hearing with City Council. The scope also includes additional one-on-one meetings to support coordination and review. Once comments are received from the State, the Consultant will update the materials as needed. Amendment #2 expands the scope of services to address these additional workshops, meetings, and updates.
Issues/Analysis: Staff has reviewed Amendment #2 and finds it meets the City’s needs and procurement requirements. Because Amendment #2 would increase the Contract price by more than 25%, City Council approval is required under City Code of Ordinances, Sections 35.09(b) and (c).
Financial Information: Funds are appropriated in the General Fund / Planning & Zoning / Professional Services (001-1500-531000-0000).
