2. Parties: City of Port St. Lucie and Alpha General Services, Inc.
3. Purpose: To purchase mercury-activated, narrow-angle float switches designed to activate pump control panels & alarms.
4. New/Renewal/Modified: New.
5. Duration: 2 years with the option to renew for 2 additional 2-year periods.
6. Benefits to Port St. Lucie: Minimize the float failure rate & have a 5-year warranty.
7. Cost to Port St. Lucie (Annual and Potential): $30.00 per float. The estimated annual expenditure is under $1,000,000. Future expenditures will be as identified in the appropriated annual budget.

Staff Recommendation: Move that the Council award Contract #20210012 and enter into a unit price contract with Alpha General Services, Inc. for the supply of Sensor Floats.
Alternate Recommendations:
1. Move that the Council amend the recommendation and award Contract #20210012.
2. Move that the Council not approve Contract #20210012 and provide staff with direction.
Background: In 2006 the Utility Systems Department (USD) made a switch from Anchor Scientific Floats to Conery Floats for the residential grinder systems. Over the years the USD has worked with Conery to identify manufacturing issues that may have contributed to premature float failures. The USD worked with Conery and Myers/Pentair, the supplier of the residential grinder systems, to resolve those issues (cord continuity failure, lead (composite weight corrosion, jute removal, ants eating the cords). The USD continued to monitor the float replacement trend as some failures were due to the age of the floats and some failures were due to system abuse by the customer. The USD tested the Sensor Float and has success in the field. The USD is requesting to make the Sensor Float the approved float for the residential grinder systems.
An E-Bid was issued on November 20, 2020 to 700 potential suppliers. There were 9 plan holders with 3 submitting proposals on December 11, 2020.
Issues/Analysis: Staff has reviewed the proposal and finds that Alpha General Services, Inc. provides the best value to the City. Alpha General Services has been supplying low pressure tanks and parts since 2000. Alpha General Services, Inc. is not a local vendor.
Financial Information: Funds are appropriated in the Utility Operations / Inventory (#431-0000-141002).
