Executive Summary (General Business): The Riverland/Kennedy II, LLC and the City of Port St. Lucie have applied to rezone approximately 33.23 acres of land that is currently located within the Riverland/Kennedy DRI. The request is to rezone the land to a Master Planned Unit Development to be known as Riverland - West Sports & Recreation MPUD. The Riverland - West Sports & Recreation MPUD is generally located south of SW Discovery Way, on the east side of SW Sundance Vista Boulevard. The subject properties are the last of the undeveloped land between the Riverland Parcel C and E MPUDs. 

 

Presentation Information: Staff will provide a presentation.

 

Staff Recommendation: Move that the Council approve the MPUD rezoning.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the MPUD rezoning with conditions.

2.                     Move that the Council not approve the MPUD rezoning and provide staff with direction.

 

Background: The City is a co-applicant because this land is part of a land swap that was approved as part of a parks and impact fee agreement. The Planning & Zoning Board recommended approval of the proposed MPUD document at their July 7, 2026, Planning & Zoning Board meeting.

 

Issues/Analysis: The Riverland-West Sports & Recreation MPUD falls within the size requirements for a Neighborhood/Village Commercial sub-district. Policy 1.2.2.4 establishes a minimum size of 3-acres and a maximum size of 35 acres. The proposed MPUD provides for a mix of uses including commercial and office uses, personal, public facilities, parks, playgrounds, and other similar services designed to meet the needs of adjoining neighborhoods.
